**GENERAL PURPOSE**

The Elections Technology Specialist position is responsible for providing general, administrative, and technological support and back up to the Elections Registrar and Deputy Elections Registrar. This position will support accurate election hardware and software operation, troubleshoot Election Day and Vote by Mail processes, contribute to the coordination of Risk Limiting Audits (RLA), operate and maintain central count scanners, and lead logic and accuracy testing on all Election Day equipment.

**SUPERVISION RECEIVED**

This position reports directly to the Elections Registrar or the Deputy Elections Registrar.

**SUPERVISION EXERCISED**

This position is not responsible for the supervision of other employees or functions.

**ESSENTIAL DUTIES OF THE POSITION**

Ability to work sixteen (16) hours per day (or longer) during the period of Election Day for primary, general, and special election cycles.

Completes training to serve as back up election software programmer.

Generates, exports, and analyzes accurate data from SURE System.

Processes Right to Know requests from the County RTK Solicitor. Responds directly to the general public and various other stakeholders with public information generated in the SURE System.

Applies and explains Federal and State statutes, regulations, policies, and procedures. Responds through written and verbal forms of communication.

Collaborates on maintenance of Voter Services web content.

Provides administrative/clerical and management support as requested (compose correspondence, send faxes, make copies, take and transcribe minutes, and create reports).

Performs specialist projects as assigned.

Programs media for all Election Day equipment.

Operates Election Management Software and generates results reports. Creates reporting files for both the County and the State.

Provides education to the electorate by demonstrating and speaking at civic groups regarding voting machine use and general procedures.

Answers telephones and receives visitors to office. Provides exceptional customer service by effectively communicating with visitors by telephone, email, or in person. Adequately resolves visitors' issues, or directs visitors to appropriate staff able to provide assistance.

Locates voter addresses, polling places, and other relevant data pertaining to registered voters.

Receives and processes cash and checks. Charges appropriate fees as per the Northampton County Elections Division Fee Schedule. Provides receipt for paid fees.

Explains petition/nomination paper process to candidates running for office.

Maintains and updates voter records through the comprehensive SURE system.

Completes data processing of voter information through a variety of media including hard copy transaction and state supplied updates reflective of the Motor Voter laws forwarded by the Department of Transportation and the Department of Health. Processes PENNDOT voter application batches (initial or change). Processes Department of Health (DOH), cancellation applications, county-to-county transfers (XROC, DOTOC), in-county transfers, and address changes (DOTNC, DOTIC).

Completes required steps for adding or altering a voter's record. Maintains knowledge of the pertinent responses and follows up with additional data processing to record responses both electronically and as hard copy attachments.

Generates and prints voter ID cards, individually or by batch.

Reviews and records regular absentee applications, military, civilian overseas, emergency applications, and walk-in absentees. Generates and mails absentee ballots after receiving applications and recording electronically.

Organizes and packs election supplies to ensure proper election procedures are maintained at the polling places.

Records votes from polling locations in Northampton County and absentee ballots using scanning/barcode reading devices. Tabulates election results nd produces electronic or hard copy results.

Proofreads various types of balloting material as well as newspaper advertisements.

Investigates and complies with the Help Americans Vote Act.

Produces data and targets political data through the use of data filters and compilation of statistics.

Reproduces data via email and CD and transfers such data in a variety of readable requested forms such as ASCII fixed length, comma delimited, Access, or Excel files.

Establishes and maintains files in alphabetic, chronological, numerical or other basis. Retrieves requested materials from files. Signs, date-stamps, or otherwise identifies and/or controls files. Files election materials and applications as well as purges/archives as directed.

Composes correspondence using Microsoft Office and Outlook, or any other necessary applications. Generates individual letters to voters as well as mass mailings.

Retrieves and processes all mailed correspondence received in the department. Sorts and distributes to appropriate parties.

**REQUIRED MINIMUM QUALIFICATIONS**

**EDUCATION & EXPERIENCE** - Completion of a high school, or general equivalency, diploma; **AND**

At least three (3) years of general clerical experience in an administrative, professional, or governmental setting. Prior experience working in election administration or voter registration is awarded extra experience points.

  • DRIVER'S LICENSE** - Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator's license. Must have an acceptable driving record. Personal vehicle required for County business. Employee is eligible for mileage reimbursement.

Individuals in this role are not permitted to engage in partisan political activities.

**KNOWLEDGE, SKILLS, AND ABILITIES**

Thorough knowledge of clerical practices and procedures commonly employed in administrative/governmental offices.

Thorough knowledge of English usage, grammar, spelling, and punctuation as used in clerical assignments in administrative/governmental offices.

Advanced computer knowledge and skills in Word, Excel, PowerPoint, Access, Outlook, and the Internet for the purpose of research.

Advanced ability to learn, operate, and perform maintenance on voting machine software, central scan operation, and ePoll Books.

Ability to interface with technical personnel regarding software and hardware difficulties, serving as liaison to the County's election equipment vendors.

Advanced ability to learn voting machine functions and vote tabulation is necessary to stave off count deficiencies.
