North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a U.S. citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the Laboratory. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Global Materials Security group within the Global Security Principal Directorate’s Nuclear Threat Reduction (N) Program has an opening for an International Security Analyst to support work on nuclear nonproliferation and nuclear security issues, with emphasis on international nuclear security. The successful candidate will support NNSA and other sponsors by assessing international nuclear security problems, formulating policy options, and implementing nonproliferation initiatives to strengthen nuclear security capacity worldwide. The successful candidate will also organize and participate in international security training and outreach activities with international partners.

The successful candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties

  • Under limited direction, perform policy analysis and gap assessments related to nuclear nonproliferation and nuclear/radiological security as well as maintain keen awareness of current events and key developments relevant to the program’s areas of responsibility.
  • Contribute to the development and implementation of international policy and recommendations documents and initiatives to strengthen nuclear security/radiological capacity worldwide, including human resource development, technology and international engagement.
  • Organize and participate in technical exchanges, workshops, and training courses with foreign partners to strengthen their knowledge and expertise in nuclear/radiological security.
  • Serve as an analytical contact on projects in one or more assigned areas within nonproliferation and international nuclear/radiological security.
  • Independently scope and implement projects related to nuclear nonproliferation and international nuclear/radiological security.
  • Contribute and interact with small interlaboratory teams to implement projects.
  • Maintain awareness of current events and key developments relevant to the program’s areas of responsibility.
  • Maintain and ensure quality standards for deliverables.
  • Maintain required security in classified environments.
  • Perform other duties as assigned.

Essential Skills, Knowledge, And Abilities

  • Bachelor’s degree in physical science, engineering, international relations, political science, or other relevant field or the equivalent combination of education and professional experience.
  • Experience developing and implementing creative solution to a diverse range of complex problems and leading corrective actions where necessary.
  • Knowledge of the policy context of international security and/or nuclear/radiological security issues.
  • Experience leading a multi-disciplinary team and/or working with foreign partners on security topics.
  • Experience preparing comprehensive high-quality written reports and making formal presentations that capture project results.
  • Demonstrated proficient project management skills.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment, author analyses and give presentations.
  • Experience working in an international and/or multi-cultural environment.

Desired Skills, Knowledge, And Abilities

  • Expertise in one or more of the following areas: physical protection systems, nuclear material accountancy and control, security regulations, personnel security management, security inspections.
  • Working knowledge of the International Atomic Energy Agency (IAEA) or other international/regional organizations.
  • Experience working at or with NNSA, the Department of State, or other U.S. Government agencies involved in formulation and implementation of international nuclear/radiological security policies and initiatives would be an asset.

Special Requirements

Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.

Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.

Anticipated Government Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
