Summary

The Logistics Operations Supervisor leads a team of personnel, utilizes best practices for logistics operations, develops vendor relations through strategic sourcing and contract compliance, and oversees proper disposal of surplus and salvage items. This position also works across multiple customer groups, ensuring operations are in place to support the current and future needs of the Maintenance Department. The Logistics Operations Supervisor also works across departments to ensure that logistics operations throughout the NTTA utilize current best practices for efficient operations. Other responsibilities of the position include supporting technology improvements where available, developing safety training and messages specific to materials management, participating in preparation and response during inclement weather events, and supporting special programs and events.
This is a designated Essential Employee position as defined in the NTTA Employee Handbook. An essential employee is one whose attendance is required to maintain agency operations during an emergency or inclement weather situation.
This is a Safety-Sensitive position as defined in the NTTA Employee Handbook. Applicants selected for this position will be required to pass drug and alcohol tests prior to employment and to submit to drug and alcohol screening on a random basis during the length of their employment in this position.

- Salary Range: $62,556.00 - $82,310.00 ***
- Retention Bonus: $2,000 ***
- Manages inventory by monitoring shipping/receiving functions, analyzing inventory levels, and reviewing inventory for proper stocking. Ensure policies are followed and ensure proper inventory levels throughout the Maintenance Department. Computes and analyzes daily, weekly, and monthly metrics.
- Oversees inventory control responsibilities and performs periodic visual inventory audits of warehouse items to reconcile actual stock with the numbers in computerized inventory system.
- Monitors for compliance inventory management processes tracked in CMMS including order tracking, stock levels and movement. Corrects or enters information as needed to ensure accuracy.
- Supervises operations by enforcing programs and operational procedures, safeguarding warehouse operations, establishing and monitoring security procedures and protocols, and resolving issues.
- Applies sound communication and motivational techniques in leading, supervising, coaching and disciplining subordinates. Acts as liaison between employees and management. Communicates industry and brand knowledge to team.
- Develops individual and team performance goals, evaluates performance. evaluations and team development. Manage team accountability.
- Communicates and consults with NTTA vendors and suppliers to locate materials, supplies, parts, tools, equipment and adjustments regarding missing or damaged deliveries.
- Inspects physical facilities and equipment and notifies proper personnel if repairs are needed. Ensures security of the facilities and equipment by following warehouse security procedures.
- Participates in Snow and Ice or other emergency response by coordinating with other department supervisors to update response plans annually, including materials management. Participates in 24-hour warehouse operations during an emergency event.
- Researches previous and current contracts and solicitations to improve scope/specifications in preparation for new procurement of goods or services. Determines trends that may affect future contract success, such as price volatility or supply chain stability.
- Meets with subject matter experts or operations team to determine special language and requirements that are applicable to each solicitation. Gathers information about budgets, time sensitivities, material handling requirements, special disposal needs, and any other items that should be included in scope or specification.
- Performs outreach to existing and potential vendors to determine availability of product/service and encourages a competitive response to solicitations.
- Creates potential/available vendor list for each solicitation to include minority owned vendors and provides current contact information for each vendor in support of the procurement.
- Develops technical specifications or scope of work documents for multiple solicitations, bid sheets, previous work reference forms, qualifying criteria, and any other documents needed for a successful solicitation. Prepares cost estimates based on current pricing including anticipated market increases over the term of the contract.
- Reviews or coordinates the review of bid submittals by subject matter expert to determine compliance with scope/specifications prior to award recommendation.
- Tracks each solicitation through the procurement process to contract execution ensuring the integrity of original requirements is maintained.
- Monitors and reviews invoices for compliance with contract specifications and NTTA business practices, including pricing terms. Oversees proper receipt of invoices within the Agency’s financial system. Assists with resolving invoicing issues.
- Monitors contract summary sheets for all executed contracts and maintains soft and hard copy records of pertinent information including contracted pricing terms and ordering contacts. Reviews and discusses contract summary sheets with each warehouse for ordering and receiving purposes.
- Works with warehouse leads to submit requisitions for increases to existing purchase orders and other purchase requests as needed for proper processing and payment of invoices.
- Monitors the Maintenance Department disposal activities for items other than regular trash to ensure compliance with existing policies, procedures, and regulations including auction items. Items tracked may include tires, batteries, lamps, ballasts, and other regulated items.
- Coordinates contract change order requests including price increases, time extensions, and increased authorization limits as needed to ensure continuity of operations.
Minimum:
- Associate’s degree of higher. Appropriate certifications specific to the field of supply chain or logistics may be considered in lieu of an Associate’s degree.
- Over five years, up to and including seven years, preferably in supply chain management, warehousing, maintenance, and/or public procurement.
