Summary or Purpose

Plan, organize, and direct the work of designated Health program(s) to maintain a safe, clean and therapeutic environment that facilitates both health maintenance and health promotion; assures that effective services are provided and program activities meet Federal, state, and North Slope Borough requirements and the goals of the NSB Department of Health and Social Services. Direct programming activities and staff members for a 24-hour residential facility.

Essential Duties and Responsibilities

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Consult with supervisor routinely and as needed; Follows direction from the designated supervisor.

Work as a team member with program counseling, clinical and/or administrative staff in accordance with client's treatment plans. Collaborate with other professionals to provide continuum of care.

Assist Program Coordinator with grant and licensing compliance, program planning and evaluation.

Work with program participants, clients, family members, division staff, tribal and community agencies, and facility staff regarding program and child matters.

Select and supervise personnel including orientation, scheduling, and evaluations for all residential program staff.

Provide training as required by Policy and Procedure and State of Alaska grant or licensing requirements and individual employee needs when necessary.

Assist the Program Coordinator with ongoing and special projects.

Investigate staff and/or client incidents and make recommendations to Program Coordinator.

Assist in approving client intake.

Provide client assessment and arrange orientation for residential clients.

Provide and oversee case management, including treatment planning, and care coordination for all residential clients in accordance with NSB policies and Procedures and State of Alaska licensing requirements.

Provides personal and group therapy and counseling; acts as an advocate for individual clients as assigned.

Provide referral to other agencies and supportive services as needed.

Provide professional-level care and counseling services to clients within scope of authority; as needed.

Plans and conducts community outreach programs, workshops and discussion groups to promote health education, risk reduction and health behavior; plans, organizes and participates in community events.

Document and maintain client records according to HIPAA, NSB, grant, and licensing regulations. Collect program statistics and compile reports in timely fashion to supervisor.

Supervise staff implementation of treatment/case plans and adherence and completion of daily client routine. Provides corrective action including re-training as needed.

Participate in discharge planning and facilitate transitioning of clients to alternate placement.

Oversee quality assurance activities related to residential clients to include assurance of accurate staff documentation.

Responsible for creation and implementation of program menus. This includes inventory, food and supply orders and assisting in the management of the food budget.

Assist in creation of and ongoing revision of agency policy and procedure manual.

Respect clients by recognizing their rights and maintaining confidentiality, including HIPAA requirements.

In the event of an emergency, follow responsibilities as outlined in all appropriate NSB policies and procedures and CEMP manual.

Protect self, co-workers and consumers by following policies and procedures to prevent the spread of blood borne and/or airborne diseases.

Work assigned day, evening, night, or weekend shift that may include Holidays. Will be subject to 24-hour on-call status.

Understand and apply program, department and North Slope Borough policies and procedures.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of counseling and case management.

Knowledge of local community resources.

Skill in using personal computers and a variety of software applications.

Education, Experience, Certifications and Licenses Required

Bachelor's degree in social or behavioral science from an accredited institution;

Two years counseling experience or an equivalent combination of education and experience;

Must be at least 21 years of age;

Applicant must pass a criminal history background check conducted by the State of Alaska Background Check Unit;

Must have at least one-year separation from receiving services for substance abuse or domestic violence;

Documentation that the individual is free from active pulmonary tuberculosis; 

CPR and Basic First Aid Certification required;

Valid Alaska driver's license that meets North Slope Borough Insurance Criteria.
