Summary or Purpose

Plans, organizes, and directs the work of Community Health Aide Practitioner (CHAP) Program; supervises CHAP staff to assure that effective patient care services are provided and program activities meet Federal, State and grant requirements and the goals of the department.

Essential Duties and Responsibilities

Manages the functions and staff of CHAP Program; evaluates program needs and recommends appropriate actions.

Develops program goals and objectives; develops systems and standards for program evaluation; assures CHAP Program activities are in compliance with all laws, policies, regulations, goals, and grant program guidelines.

Supervises and schedules staff; develops staff skills and conducts performance evaluations; identifies training needs and provides training for staff; monitors operations to identify and resolve problems, and assure quality patient care.

Provides leadership, counseling and guidance on professional responsibilities and technical skills; assures compliance with staff certification and licensure requirements.

Facilitates and guides medical assessments, treatments, medicines, and procedures to patients in the Village Health Clinic as outlined in the Community Health Aide Manual (CHAM).

Ensures Federal, State and Borough standards of patient care are met.

Develops, maintains and enforces policies, procedures and protocols essential to the program.

Assure proper maintenance, storage and confidentiality of program documentation and medical records in compliance with Federal, State and Borough requirements.

Conducts regular monitoring checks of CHAP services; assesses Clinic facilities for compliance to regulations and program goals.

Provides community outreach; coordinates services with other health professionals and agencies.

In the event of an emergency, will follow responsibilities as outlined in the North Slope Borough and program policies and procedures and the CEMP manual.

Respect clients by recognizing their rights and maintaining confidentiality, including HIPAA requirements.

Protect self, co-workers and consumers by following policies and procedures to prevent the spread of blood borne and/or airborne diseases.

Assist as necessary to cover the Village Clinic for after hour and weekend emergencies.

Travel to the villages within the North Slope Borough.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of Department and Borough policies and procedures.

Knowledge of professional protocols and practices in healthcare and patient treatment.

Knowledge of the principles of medical records management, and patient file documentation procedures.

Skill in leadership, scheduling and supervising staff, skills training, and delegating tasks and authority.

Skill in assessing and evaluating physical and behavioral health problems, performing patient care duties, and making recommendations based on observations and interviews.

Skill in managing a Federal, state and grant-funded Public Health program.

Skill in operating a personal computer utilizing a variety of standard software.

Knowledge of Alaska's Community Health Aide Practitioner program.


Education, Experience, Certifications and Licenses Required

Bachelor's Degree in Health or Administration;

Three years of work experience in a health care setting;

Two years of administrative, fiscal and supervisory experience;

Applicant must pass a criminal history background check conducted by the State of Alaska Background Check Unit;

Free from active pulmonary tuberculosis;

Valid Alaska driver's license that meets North Slope Borough insurance criteria;

Ability to lift 35 to 50 pounds regularly;

Current CPR and First Aid Certifications.

Environmental Factors and Conditions/Physical Requirements

Working conditions are Village Health Clinic settings; full manual dexterity and visual acuity and work involves the potential exposure to infectious diseases; some non-standard work hours are required.
