Summary or Purpose
Implement, maintain, report and document the component functions of the Human Resources Department. Maintain confidentiality with all work related matters, personnel records and information.
Essential Duties and Responsibilities

Responsible for processing and tracking Personnel Requisitions.
Analyze and determine completeness of applications and Personnel Requisitions.
Accurately input data in the Human Resource Information System (HRIS) iSeries; review and process personnel action forms and all other hiring/termination forms; enter personnel data into electronic and manual filing systems.
Assist with maintaining and tracking of the temporary hire list and filling temporary positions.
Manage the NEOGOV for the department.
Assist applicants (general public) with NSB jobs.
Maintain and enter all PR request.
Assist all department managers and hiring supervisors with Posting, Closing, SME review, and electronic hiring process within NEOGOV.
Responsible for training coworkers on NEOGOV.
Responsible for timely data input into the E-Verify program to confirm new employee's work authorization status, as required by Federal Law.
Update and maintain the job list and job descriptions.
Evaluate job positions, determining classification, exempt or non-exempt status and salary.
Provide advice on the resolution of classification and salary complaints.
Assist the Employee Relations Manager with job evaluations, job descriptions, market surveys and performance management as needed.
Function as the Compensation Review Committee Secretary.
Function as Personnel Board secretary.
Review and process Employee Performance Appraisals.
Assist in the maintenance of separate filing and record keeping systems for employees subject to DOT testing.
Administer drug and alcohol tests utilizing federal drug and alcohol testing procedures.
Calibrate and verify the evidential breath alcohol-testing devices as required and maintain quality control standards of the device.
Prepare and disseminate bi-monthly newsletter on safe workplace, benefits and any other issues on which borough employees need information.
Research and complete work histories as necessary.
Manage projects and create reports as assigned.
Conduct temporary and permanent hire orientation when necessary.
Perform routine clerical duties such as typing, filing and record keeping.
May specialize in one or two functional areas of human resources such as human rights compliance, compensation, recruiting, safe workplace, benefits and training.
Cross train with other employees within the department and provide coverage as needed.
Responsible for filing of all paperwork for the division on personnel related issues; including, but not limited to, recruiting; benefits; safe workplace; and personnel files.
Village travel as required.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of North Slope Borough organization, operations, policies and procedures.
Knowledge of applicable borough, state and federal statutes, rules, codes and regulations.
Skill in operating a personal computer utilizing a variety of common software.
Skill working with members of the public.
Ability to maintain confidentiality of human resource information, files, reports, and employee information.
Education, Experience, Certifications and Licenses Required
High school graduate or G.E.D/or, a combination of 12 years of education and related work experience.
Two years clerical work experience.
Two years work experience with a PC utilizing common software applications.
One year work experience with Human Resources functions.
Six months work experience using JD Edwards software.
Ability to obtain breath alcohol technician certificate within the six month probationary period. [Employee Relations Division only]
Ability to obtain drug and alcohol Collection Personnel training certificate within the six month probationary period.[Employee Relations Division only]
