1. JOB SUMMARY:
A. The Administrator is accountable for and has oversight of all operational activities of the ambulatory surgery center which includes; planning, organizing, and directing the clinical, financial, administrative, and physical plant operations of the surgery center.
B. The employee is required to follow the surgery center rules, policies and procedures, as well as any applicable laws and standards.
C. Directs the philosophy, objectives, and goals of the surgery center in coordination with NPSC Board of Directors.
D. Oversees and participates in quality improvement committees and activities.

C. Procedure
1. Ensures adherence to surgery center policies and procedures, safety programs and applicable personnel law.
2. Ensures the materials management department has an adequate inventory of medications and medical supplies on hand at all times.
3. Secures contractual services necessary to maintain daily operations.
4. Oversees the recruitment, selection, training, supervision, retention, evaluation, discipline, and dismissal of personnel.
5. Working knowledge of applicable medical records systems.
6. Working knowledge of computerized bookkeeping through financial statements.
7. Basic knowledge of computer systems and software applicable to efficient business operations.
D. Equipment
1. Uses telephone and standard office equipment.
2. Uses personal computer.
3. EDUCATION:
A. Bachelor’s Degree required.
B. MHA, MBA, or MSN preferred.
4. EXPERIENCE:
A. Minimum of five years’ experience in a specialized healthcare setting.
B. Minimum of three years supervisory experience with a clinical background.
5. SKILLS AND ABILITIES:
A. Must be able to organize and prioritize work.

C. Demonstrates knowledge and support for the principles of good guest relations in their daily activities and contact with others.

E. Oversees all aspects of Human Resources, which includes recruitment, selection, training, supervision, and retention of all surgery center employees.
F. Directs and supervises all surgery center personnel on a daily basis.
G. In conjunction with the Medical Director and Director of Nursing, determines clinical goals and effectively manages resources to achieve established benchmarks.
H. In conjunction with the Medical Director and Director of Nursing, is responsible for implementing and maintaining a quality improvement process.
I. Responsible for and manages all facets of accounting, including maintenance of bank accounts, cash flow, accounts payable and receivable, preparation of accrual based financial statements, and development and implementation of annual budgets.
J. Responsible for maintaining an adequate inventory of equipment and supplies to achieve best practice benchmarks.
K. Develops methods and systems to collect statistical data for both business and clinical operations.
L. Maintains a collegial and professional relationship with physicians and staff to ensure quality patient care and a positive work environment.
M. Responsible for the maintenance of facility based computer systems relevant to operational functions of the surgery center.
N. Ensures security of warehoused information according to regulatory standards.
O. Oversees all third-party payor contracting for the surgery center.
P. Fosters an environment that promotes staff growth and development by assessing the needs of the staff and creating and implementing programs to meet those needs.
Q. Ensures physician and staff adherence to the surgery center policies and procedures.
R. Serves as a liaison between the surgery center, the community, and other local, regional and state-wide healthcare providers and organizations.
S. Interprets and implements administrative policies established by the Board of Directors.
T. Responsible for assuring compliance with legal and regulatory agency guidelines with CMS and the State of Nebraska Department of Health and Human Services.
U. Responsible for maintaining appropriate financial and operational records.
V. Actively participates in the surgery center Board of Directors meetings and provides information, guidance, and operational summary reports as needed or requested.
W. Performs other functions and projects as assigned by the surgery center Board of Directors.
X. Must be competent in Word, Excel, Adobe, etc.
6. CERTIFICATION:
A. Certification in CASC or CNOR preferred.
7. PHYSICAL DEMANDS:
A. Stands, sits or walks eight hours or more per day.
B. Must be on the premises a sufficient number of hours to permit adequate attention to the management of the facility.
C. Uses computer/keyboard several hours or more per day.
8. WORKING CONDITIONS:
A. Ambulatory Surgery Center environment.
B. Must be adaptable to changes in normal work hours, ability to stay late and work extra hours if necessary.
C. Must be able to adapt to cool or warm and noisy working conditions.
