EXECUTIVE DIRECTOR – OPERATIONS (PROFESSIONAL STAFF)

 

QUALIFICATIONS:

  1. Valid Missouri certification

REPORTS TO:   Assistant Superintendent, Operations

 

SUPERVISES:  Director of Transportation, Director of Custodial Services, Director Food and Nutrition Services, Director of Safety and Security, and Director of Fields and Grounds.               

 

JOB GOAL: To support the Assistant Superintendent of Operations in providing all staff and students with a clean and safe learning environment. The position helps to ensure all students have safe transport and nutritious meals.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Assumes responsibility for the comprehensive overall planning and scheduling of cleaning and upkeep of all district buildings and grounds.
  1. Establishes appropriate groundskeeping, security, and custodial requirements for each district facility.
  2. Helps oversee the district kitchens and meal distribution.
  3. Ensures that standards consistent with all applicable laws are maintained at a minimum.
  4. Determines and establishes detailed specifications of supplies, materials, equipment, and local contract work for each of the departments supervised.                                
  1. Recommends for purchase of necessary equipment and supplies for each department.
  2. Helps organize the procurement of custodial and grounds materials, supplies, and equipment.
  3. Helps conduct periodic inspections of all school facilities to ensure fire safety.
  4. Helps oversee the bus fleet and routing development.
  5. Keeps informed of the latest trends, developments, and products in the areas of building repair, and upkeep, an encourages innovation and experimentation as appropriate.
  1. Review regularly all security precautions and procedures, and recommend additions, changes, or reductions in service as appropriate.
  1. Oversees the budget, grounds, security, custodial services, transportation, and food and nutrition services.
  2. Maintains such personnel, insurance, and other records for areas of concern as necessary.
  3. Coordinates all purchase requirements.
  4. Helps supervise and inspect the improvement and renovation work performed by outside contractors, and verifies that the terms of all such contracts have been fulfilled before authorizing final payments.
  1. Helps supervise and approve payment of all outside contractors performing work.
  2. Makes recommendations for the determination of rent-or-buy decisions and optimal timing of replacements for vehicles and equipment assigned to the department.
  1. Maintains a coordinated inventory control program for all areas of the department.
  2. Assists in the recruitment, employment, assignment, transfer, promotion, demotion, or dismissal of personnel.
  3. Makes recommendations for the assignment of and termination of employment of all personnel encompasses within his or her area of operations.
  1. Organize and implement an orientation program on the proper operation of school facilities for departmental personnel.
  1. Conducts a continuing program of staff training and personnel development.
  2. Works cooperatively with the maintenance supervisor in establishing requirements and schedules for snow removal operations.
  1. Works cooperatively with the maintenance supervisor to ensure that all district vehicles used for snow removal are in good operating condition.
  1. Participates in the process of site selection and acquisition and the development of architectural plans.
  2. Conduct a continuing analysis of systems and procedures.
  3. Conducts a comprehensive and detailed cost analysis program of departmental contracts, and advises the  Assistant Superintendent of Operations accordingly.
  1. Helps ensure that a quality control program for processes and materials is used in new construction.
  2. Helps review and approve payment invoices submitted by building contractors, testing laboratories consulting engineers, and surveying firms.
  1. Helps investigate reports of faulty work or materials in construction.
  2. Maintains necessary records and prepares periodic reports.
  3. Helps assure that all contractors/subcontractors comply with prevailing wage laws on district contracts.
  4. Complies with the Missouri Department of Natural Resources regarding environmental issues such as asbesto abatement, underground storage tank regulations, lead-in water standards, radon testing, and protection, lead-in-paint regulations, etc. 
  1. Supports the mission statement and goals of the Board of Education.
  2. Establishes and maintains a workable communication system between department staff members and between building principals and the Operations department.
  1. Helps plan annual Operations Department workshop.
  2. Establishes and maintains an effective system for providing material safety data sheets (MSDS) at each building site as required by OSHA and the local fire departments.
  1. Demonstrates effective human relations and communication skills.
  2. Compliance with good safety practices.
  3. Compliance with all district rules, regulations, and policies.
  4. Other duties/responsibilities deemed necessary may be assigned.

 

PHYSICAL DEMANDS: The individual who holds this position is regularly required to walk, hear, and speak and must have close moderate and distance vision ability. This individual must be able to travel between district facilities. The position requires a moderate amount of travel and physical activity.

 

CONDITIONS AND ENVIRONMENT:  The work environment is consistent with a typical office/school environment.

 

                                                                                          

TERMS OF EMPLOYMENT:  Salary and twelve-month work calendar to be established by the Board of Education.

 

FLSA:                                                                            Exempt

 

RETIREMENT:                                                              Public Education Employee Retirement Systems (PEERS)

 

CLEARANCES:                                                              Criminal Justice Fingerprint/Background Clearance

 

 

EVALUATION:                                                             The performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluations utilizing the Performance Based Administrator Evaluation process.
