Program Manager – Emergency Medical Services

CATEGORY/LEVEL: PSS/9

BASIC FUNCTION: Responsible for providing leadership for the assessment, planning, coordination, implementation, and evaluation of EMS programming to include EMS certification (Emergency Medical Responder, Emergency Medical Technician, and Advanced Emergency Medical Technician), EMS Continuing Education, and to assist with AHA courses including BLS, ACLS, and PALS. In addition, provide programming and oversight for various other courses as identified including firefighting and hazardous materials.

SALARY AND BENEFITS: Starting salary of $50,600 to $61,900 based on experience. Benefits package includes Blue Cross/Blue Shield major medical health insurance; eye care, dental, life and disability insurance; paid vacation and sick leave; a choice of IPERS or TIAA retirement plans, and a variety of additional optional benefits.  

REQUIRED QUALIFICATIONS: Associate degree in health or education related area. Successful teaching/coordinating experience in the identification, development, implementation, and evaluation of education/healthcare courses. Must meet minimum qualifications of a Training Program Director for EMS per Iowa Administrative Code 641-139.3(3)(147A). Must have Iowa EMS certification at or above the Advanced EMT level. Must have appropriate medical or allied health education, training, and experience; be knowledgeable about methods of instruction, testing and evaluation of students; have field experience in the delivery of out-of-hospital emergency care; be knowledgeable concerning current national curricula, national accreditation, and the requirements for state and national registry certification requirements. 

PREFERRED QUALIFICATIONS: Bachelor’s degree and EMS Instructor endorsement preferred.

RESPONSIBILITIES AND DUTIES:

• Provide leadership for programming activities and oversight for EMS education including certification courses, continuing education, and short-term certifications.
• Provide programming leadership for fire training including certification and continuing education courses.
• Co-lead and facilitate operations of the North Iowa Public Safety Training Center.
• Provide direction in assessment of student learning, problem identification, problem solving, planning, implementation, outcomes, and program evaluation.
• Identify, develop, implement, and evaluate curriculum, instructional materials, and methods for new and ongoing programs based upon assessed needs and state guidelines.
• Identify, utilize, and maintain expertise of available technology and equipment. Recommend new technologies and equipment for purchase and implementation.
• Maintain compliance with the Iowa Administrative Code as it relates to required standards to be an EMS Training Program Director and maintain and/or acquire the highest level of EMS certification offered by NIACC.
• Prepare, monitor, and submit assigned budgets, records, and reports.
• Develop, monitor, and maintain accurate course and student files.
• Authorize payroll for part-time instructors and program associates.
• Recruit, interview, hire, orient, supervise, mentor, and evaluate part-time instructors, evaluators, and assistants in accordance with NIACC employment procedures.
• Assist in the development of short and long-range goals for assigned areas.
• Serve on committees and task forces as appointed.
• Lead, facilitate, or participate in process improvement initiatives.
• Participate in professional organizations and maintain professional growth as needed to fully execute the position.
• Maintain strong organizational skills, demonstrate reliability, and communicate effectively with stakeholders. Fulfill other responsibilities as needed or assigned.
Perform in a manner which strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.
