General Purpose
Ensures that NFCD’s operations are running smoothly and that they coincide with NFCD’s mission. The COO works under, and provides advisement, to the CEO as well as ensuring that all initiatives, projects, and plans of NFCD are executed with a spirit of excellence. Provides assistance to the CEO to ensure that the leadership, management, and vision necessary to ensure that NFCD has the proper operations controls, administrative and reporting procedures, and human resource systems in place to effectively grow the organization and to ensure financial strength and operating efficiency.
Essential Functions
- Analyze internal operations and identify areas for process enhancement.
- Implement business strategies and plans that align with the short- and long-term objectives developed in tandem with CEO.
- Manage and complete oversight of all operation functions.
- Manages a comprehensive array of services and programs and provides systematic feedback of services outcomes to the CEO.
- Manages oversight of NFCD’s private childcare partners, collaborative agreements, and memorandums of understanding – Contract Management.
- Provides updates to staff on current NFCD’s policies and procedures, local, state, and federal regulations.
- Develops monthly plans and reports, as it relates to NFCD’s Site-Based Management Approach.
- Coordinates the annual program self-assessment and follow-up in reporting compliance.
- Involved with strategic planning processes by utilizing the community assessment and internal data.
- Assist in the development, implementation, and analysis of community assessments.
- Site-based monitoring includes meeting and communicating regularly with Center Managers and Specialists to assure services areas are effectively implemented according to local, state, federal regulations and NFCD’s policies and procedures.
- Works with the Center Managers and Specialists to ensure that center operations are effectively and efficiently managed and meet all regulations and policies and procedures.
- Negotiate leases and contracts, and is responsible for the oversight of tenant leases.
- Champion the importance and value of a diverse, equitable and inclusive agency environment for participants, staff and visitors. Model behaviors which support the overall philosophy and design of the organization.
Other Job Functions
- Remains current on all federal, state, and local regulations and standards.
- Supports and comply with all aspects of NFCD’s operating policies and procedures, HS/EHS Performance Standards 45 CFR, Florida Child Care Standards, and OEL Standards.
- Assist the CEO in identifying needed changes or enhancements to NFCD’s operating procedures implementation.
- Reviews reports, records, and directives related to the operation and delivery of services to NFCD’s participants.
- Serve as a member of the agency’s executive, budget, insurance and training committees.
- Periodic training and presentations to the community, staff, Board of Directors and Policy Council.
- Performs other duties as assigned.

Preferred
- Strong working knowledge of Head Start Act, Head Start Performance Standards, Early Learning Division and Childcare Division regulations.
- Advanced computer literacy including but not limited to: database management, spreadsheet, word processing, internet and email.
- Understanding of childcare programs, early child education, social services issues, community action programs, and serving low-income communities.
- Knowledge of Head Start regulations, preferred.
- Ability to work independently and maintain professional boundaries and confidentiality.
- Ability to exercise tact and discretion in all employee and vendor interactions.
- Fundraising experience.

Work Experience
Required: 5 years in a senior executive leadership role.
Preferred: Experience supervising a team of employees, including discipline, performance evaluation, training, etc.
Level of Physical Effort
Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
Physical Working Environment
Minimal exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
Exposure to routine office noise and equipment.
Background
Must be able to pass a background check.
Must be able to pass a drug screen.
Must be able to provide references for the previous 5 years work experience.
Additional
Contingency:
Employment with NFCD is contingent upon an annual appropriation by the Legislature, federal funding, and successful implementation of job requirements, as measured by performance-based evaluations. In the event the federal, state, and/or local funds upon which employment is dependent are withdrawn or redirected, employment may be terminated and NFCD shall have no further liability to the employee beyond that already incurred prior to the termination date. NFCD is an at-will company.
