GENERAL PURPOSE


This is a full-time position with a starting annual pay range is $55,075 to $77,803 depending upon experience and certifications. This position is eligible for benefits that include employer paid health and dental, sick leave, annual leave, and 12 paid holidays. Responsible for administering and supporting the District's human resources functions, including recruitment, onboarding, employee relations, benefits administration, payroll support, performance management, policy administration, compliance, and personnel records. This position serves as a resource for employees and management while ensuring compliance with federal, state, and local employment laws and District policies.


SUPERVISION RECEIVED


Works under the general supervision of the District Manager & Administrative Service Director Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines involving significant accountability and decision-making responsibilities.

ESSENTIAL FUNCTIONS


Recruitment & Staffing: Coordinate the recruitment and hiring process, including job postings, applicant screening, interview scheduling, and reference checks. Prepare employment offers and new hire documentation. Coordinate employee onboarding and orientation. Maintain applicant tracking records and recruitment files.


Employee Relations: Serve as a resource for employees regarding policies, procedures, and employment-related matters. Assist supervisors with employee coaching, counseling, and disciplinary documentation. Investigate employee concerns and workplace complaints. Support conflict resolution and recommend appropriate actions.


Benefits Administration: Administer employee benefit programs including health insurance, retirement, life insurance, disability, and wellness programs. Coordinate annual open enrollment. Process qualifying life events and benefit changes. Educate employees regarding available benefits.


Payroll & Compensation Support: Process payroll and assist with payroll reporting and year-end processing. Maintain compensation records and pay classifications. Monitor leave balances including vacation, sick leave, and compensatory time. Assist with compensation studies and salary surveys.


Compliance: Ensure compliance with federal, state, and local employment laws and regulations. Maintain personnel records in accordance with legal retention requirements. Coordinate required employment reporting. Administer drug and alcohol testing as required. ADA accommodations, workers' compensation, unemployment claims, and other employment-related programs. Monitor changes in employment law and recommend policy updates.


Recordkeeping: Maintain confidential personnel files. Ensure employee records remain accurate and current. Maintain HR databases and document management systems. Coordinate employee performance evaluation processes. Assist supervisors in developing employee improvement plans.


Assist with special projects assigned by the District Manager and provide general administrative support.


Performs related duties as required.


MINIMUM QUALIFICATIONS


1.        Education and Experience:


A Associates Degree Preferred in Human Resources, Business Administration, Public Administration, or related field.

AND

B Three (3) years of progressively responsible human resources experience.


OR


C Equivalent combination of education and experience.



2.        Required Knowledge, Skills, and Abilities:


Human resource principles and best practices. Federal and state employment laws. Employee benefits administration. Recruitment and selection processes. Performance management systems. Payroll and leave administration. Personnel records management. HRIS and payroll software. Microsoft Office Suite.

Ability to: Maintain strict confidentiality. Communicate effectively both verbally and in writing. Build positive working relationships with employees and management. Interpret policies and employment regulations. Manage multiple priorities while meeting deadlines. Exercise sound judgment and discretion. Conduct investigations objectively and professionally. Prepare reports and maintain detailed records.


3.        Special Qualifications:


·        Must be SHRM-CP Certified in two (2) years

·        Must obtain notary in one (1) year


WORK ENVIRONMENT


General office setting, comfortable working positions. Intermittent sitting, standing, and walking. Work activities require reaching, bending and moderate lifting. Moderate stress associated with employee contact and deadline demands. Mental application requires discriminating thinking, guided and creative problem solving. May be subject to exposure to industrial waste and pathogens such as typhoid, paratyphoid, dysentery, polio, tetanus, etc.
