The North Dakota Office of Management and Budget (OMB) is looking for an experienced Human Resources leader to serve as our next HR Business Partner Manager.

This is an opportunity to lead the HRMS HR Business Partner (HRBP) function and help shape how Human Resources partners with agencies across Team ND. You'll lead a talented team of HR Business Partners, partner with agency leaders to solve complex workforce challenges, and help drive enterprise initiatives that strengthen organizations and advance the future of Team ND.

Summary of Work

As the HR Business Partner Manager, you'll:

  • Lead, coach, and continue to develop a high-performing HR Business Partner team.
  • Partner with agency leaders to address complex workforce and organizational challenges.
  • Coach leaders through organizational change, workforce planning, employee relations, leadership development, and organizational design.
  • Strengthen organizational effectiveness through strategic workforce solutions and data-informed recommendations.
  • Establish the vision, priorities, and service delivery model for the statewide HR Business Partner function.
  • Partner with Human Resources Centers of Excellence, including Talent Acquisition, Total Rewards, Operations & Digital, and Learning & Development, to deliver coordinated, enterprise-focused solutions.
  • Drive continuous improvement, innovation, and consistency in HR service delivery across Team ND.

What We're Looking For
We're looking for someone who:

  • Has current or previous Human Resources experience within Team ND.
  • Builds trusted partnerships and serves as a strategic advisor to leaders.
  • Influences others through collaboration, credibility, and sound judgment rather than formal authority.
  • Demonstrates professionalism, confidence, and executive presence when partnering with agency leaders.
  • Thinks strategically while remaining practical, collaborative, and solutions focused.
  • Uses data, sound judgment, and strong communication skills to navigate complex workforce and organizational issues.
  • Enjoys coaching, mentoring, and developing both leaders and HR professionals.
  • Maintains composure, sound judgment, and a positive attitude while navigating complex priorities and competing demands.

Minimum Qualifications

To be successful in this role, you'll bring:

  • Current or previous Human Resources experience within Team ND, including experience partnering with agency leaders and applying Team ND human resources policies, practices, and employment frameworks.
  • At least five years of professional Human Resources experience leading or advising on increasingly complex workforce and organizational issues, including strategic HR generalist work or experience across multiple HR disciplines such as employee relations, talent acquisition, compensation, classification, benefits, workforce planning, or organizational development.

Preferred Qualifications

Professional HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP)

Compensation & Location

  • Work Style: Hybrid Bismarck or onsite at the Capitol Complex in Bismarck, ND
  • Shift: Monday-Friday, 8:00 a.m. - 5:00 p.m. (flexible schedule options available).
  • Hiring Range: $8,000-8,300/month
