About the North Carolina State Health Plan
The State Health Plan is a division of the North Carolina Department of State Treasurer and provides health care coverage to more than 750,000 teachers, state employees, retirees, and their families. The campus is situated in a wooded office park minutes from downtown Raleigh, surrounded by shopping centers and restaurants, and offers a free 24/7 gym.
The Economics, Finance & Analysis section is responsible for the budgeting, financial forecasting, policy analysis, and economic modeling necessary to ensure the Plan’s financial sustainability while maximizing the value of health benefits for members. The section provides critical information to the State Treasurer, Executive Administrator, Board of Trustees, General Assembly, and other stakeholders to facilitate data driven decision-making that balances cost control with the delivery of high-quality health benefits.
About the Job
The Data Analytics Lead oversees the data analytics operations of the State Health Plan and serves as the subject matter expert in medical claims data analysis to provide rigorous analytical insights that inform financial forecasting, benefit design, vendor oversight, and cost-containment strategies. The position guides a team of analysts and maintains a hands-on role to developing economic models and data visualizations, such as interactive dashboards and reports, to bolster strategic decision-making. Collaborating with actuaries, policy experts, and economics/finance professionals, the Lead translates complex data into actionable visual and analytical tools that advance the Plan’s mission of ensuring financial sustainability and delivering high-quality health benefits to members.
Job Duties
Data Analytics and Economic Modeling
- Analyzes medical claims data to identify cost trends, utilization patterns, and policy impacts.
- Develops econometric and statistical models to forecast financial outcomes, evaluate cost-effectiveness, and support benefit design and vendor oversight.
- Provides strategic insights to inform contracting, vendor negotiations, benefit design changes, and cost-containment strategies through cross-functional partnerships.
Data Visualization and Reporting
- Queries large healthcare datasets using SQL to extract actionable insights for strategic decision-making.
- Designs and develops advanced data visualizations, including interactive dashboards and reports to communicate complex findings to stakeholders.
- Translates medical claims data into clear, policy-relevant visual tools for financial forecasting, cost containment, and program evaluations.
- Maintains and updates executive dashboards to provide real-time insights into plan performance and financial metrics.
Team Guidance and Mentorship
- Guides and mentors analysts to ensure high-quality analytical outputs.
- Assists team members in advanced analytic techniques, coding standards, and visualization best practices to enhance data capabilities.
- Coordinates team efforts to meet project deadlines and align with the Plan’s strategic objectives.
Data Preparation and Partner Collaboration
- Assists with development and execution of contracts related to analytics.
- Gathers requirements from external partners, such as actuaries and researchers, to ensure data meets their analytical needs, including specific formats or metrics.
- Writes and documents code to clean, format, and aggregate medical claims data, ensuring accuracy and usability.
- Responds to data-related questions from partners, providing technical clarification and documentation to facilitate their analyses.
Knowledge, Skills and Abilities / Competencies
- Knowledge of medical claims data, including coding systems and reimbursement models.
- Proficiency in SQL for querying and analyzing large healthcare datasets.
- Experience developing predictive models and conducting cost-benefit analyses using econometric or statistical methods.
- Expertise in creating advanced data visualizations, such as interactive dashboards and reports, using tools like Tableau, Power BI, or similar business intelligence platforms.
Minimum Education and Experience Requirements
- Bachelor’s degree in economics, statistics, data science, health informatics, or related field and
- Five (5) years of professional experience in data analytics and three (3) years of experience working with large administrative healthcare datasets, such as medical claims, provider payment data, or utilization metrics
- Or an equivalent combination of education and experience.
Management Preferences
- Master’s degree in economics, statistics, data science, health informatics, or related field.
- At least 2 years of supervisory or team leadership experience.
