The North Carolina Association of County Commissioners (NCACC) is seeking a seasoned expert to serve as a Community Development Associate, guiding counties through the implementation of Community Development Block Grant – Disaster Recovery (CDBG-DR) funds. This role provides strategic and technical support to counties on federal program compliance, policy development, and post-disaster recovery planning. The Advisor will serve as a trusted resource, offering tools, training, and hands-on assistance to maximize the impact of recovery efforts. Ideal candidates will bring deep experience in community development, disaster recovery, and public-sector program administration.
Frequent visits to western North Carolina counties are required for this role. This position offers flexible hours and may be structured as part-time or full-time, and salary will be adjusted accordingly. This is a time-limited, grant-funded position.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Evaluates federal guidance for North Carolina’s $1.4 billion appropriation of CDBG-DR and identifies how eligible counties can leverage
- Works collaboratively with NCACC’s disaster recovery technical assistance team and key stakeholders to provide feedback, analysis, and recommendations to counties, state partners and policymakers on lessons learned and best practices in administering CDBG-DR and providing technical input on behalf of counties.
- Provides guidance, and develops educational tools, resources and templates to assist counties with technical needs related to North Carolina’s allocation of CDBG-DR funds in response to Tropical Storm Helene.
- Works with NCACC’s Disaster Recovery Technical Assistance Team to identify post-disaster needs at the individual county and regional levels and develop strategies for assistance to promote long-term community recovery.
- Facilitates workshops for counties and their community development partners to support effective and compliant CDBG-DR programming.
- Conducts presentations for county officials and staff to educate on eligible projects under the CDBG-DR program and effective implementation strategies.
- Provides technical assistance on program development, policies and procedures, project budget, reporting requirements, program outcomes, and other administrative and fiscal areas.
- Assists counties in implementing results-based monitoring practices and conducting reviews to evaluate program and regulatory compliance for CDBG-DR funded projects.
- Performs other duties as assigned.

Education/Experience:
- Master’s degree, and a minimum of 15 years of experience working with counties on community development issues – with specific knowledge and expertise in administering the CDBG-DR program.
- Master’s in Public Administration or Affairs, or related field, preferred.
- Preference for residency within Western North Carolina, or willingness for frequent travel.
- Direct experience developing new programs and policies and implementing disaster relief programs for a county is preferred.
Knowledge/Skills/Abilities:
- Thorough knowledge of county governmental organization and administration; ability to communicate and present ideas effectively, both orally and in writing; prepare reports and recommendations
- Ability to establish and maintain effective working relationships with local, state, federal and nonprofit agency officials, members, employees, associates, and the public.
- Proficiency in Microsoft Teams, Word, Excel, Outlook, PowerPoint, and the membership database.
