What are the responsibilities and job description for the Housing Quality Standards Inspector position at Norman Housing Authority?
The Norman Housing Authority is looking for the perfect team player to conduct property inspections within our Housing Choice Voucher Program. All properties are located in Norman.
Previous knowledge of inspection codes or conducting inspections is not required. We will train the right person with the right foundation.

MINIMUM QUALIFICATIONS
Must work with minimum supervision with a sense of priorities and initiative. Able to exercise tact and meet the general public with a professional attitude and attire. Must be willing and able to retain proprietary information as confidential.
Must be able to perform assigned responsibilities, as well as new and changing duties with an attitude of complete cooperation and inclination to personally identify with Housing Authority goals, objectives, and programs.
Must have a valid Oklahoma Driver's License and insurable through the Norman Housing Authority's auto insurance. Must be drug free to include medicinal marijuana AND pass background check.
Must be a high school graduate or equivalent with Microsoft Office and basic computer skills. Must have a valid Oklahoma Driver’s License.
Must be able to sit, stand, or walk on uneven surfaces for long periods. Must be able to work in heat, cold, ice, and rain. Must be able to bend, stoop, crouch, reach, or other awkward motions and able to lift, push, pull, or carry 20 pounds.
Must be professional, punctual, and have a great attendance record!
EXAMPLES OF WORK PERFORMED
Responsible for visually inspecting to verify housing units under the Section 8 Rental Assistance Program are safe, decent, and sanitary. Must read and keep current on HUD Housing Quality Standards (HQS). Conducts investigation of subpar condition reports.
Coordinates, schedules and inspects housing units being considered for the Section 8 Rental Assistance Program in accordance with HUD regulations.
Schedules and conducts annual inspections to verify dwellings still meet required standards.
Completes required data entry, filing, downloading of inspections results, notifies parties of deficiencies and tracks deficiency until corrected.
Interprets and explains housing quality standards, regulations, and policies to owners, managers, applicants, clients, and other persons as appropriate.
Investigates complaints pertaining to improper maintenance, and other matters pertaining to the condition of the rental unit, or other tenant/landlord complaints as directed.
Conducts all assigned inspections and works in a tactful and diplomatic manner to ensure the best possible public relationship.
Keeps the Section 8 Supervisor informed on problem areas that develop and other matters of concern.
Assists with maintaining an Owner Handbook, to be updated at least annually or as regulation changes require.
Prepares monthly reports.
Performs Annual Update of Utility Allowance Schedule.
Conducts Rent Reasonableness testing to verify rents are appropriate.
Calculates, approves, and disapproves rent increases.
Assists Section 8 Supervisor with all Section 8 reports required by the Executive Director, Norman Housing Authority Board of Commissioners and HUD.
Perform other duties as required or assigned by the Section 8 Supervisor.
