POSITION TITLE: Purchasing Agent
DIRECT REPORT: Contracts Manager
POSITION SUMMARY: This position is responsible for procurement activities associated with purchasing and/or leasing of materials, equipment and, services for construction projects through interaction with project management. Administration of general daily operations related to ongoing accounts and support department staff. Support the coordination of inventory levels in conjunction with field service.
FUNCTIONS OF THE JOB:

1. Incorporate safety and environmental responsibility into daily action. |

2. Utilize and improve the Nooter Management System (NMS) for effective and efficient fulfillment of requirements from customers, regulators, and NCC values, policies, objectives, and targets. |
|
3. Work to amend current processes and introduce new ones when conducive to maintaining technological/organizational advancement. |
|
4. Incorporate positive interpersonal skills when communicating or interacting with customers, subcontractors, vendors, craft, and NCC personnel. |
|
5. Employ organizational skills that effectively minimize obstacles that negatively impact the project. When obstacles arise, employ sound decision-making/problem-solving skills to resolve the issue. |
|
6. Source: obtain approvals and issue detailed, well-constructed purchase orders for materials, supplies, tools, equipment, services, etc., of both field and office. |
|
7. Assist in the preparation of annual capital budgets. |
|
8. Work with the Estimating Department in preparing quotes by 1) supplying information on prior usage of consumables for different types and sizes of projects; and 2) supply pricing for cranes and powered platform equipment, facilities, equipment, consumables, materials, services, and subcontractors. |

9. Prepare, distribute, and save structured, typed bid tabs (per NMS document) for applicable quotations (larger procurement items). |
|
10. Audit present vendors and source new vendors. Regularly solicit/negotiate performance and/or payment discounts from frequently used and potential vendors. |
|
11. Source new items, such as PPE, specialty tools, new technology, etc. |
|
12. Record and input purchase orders into the Accounting System. |
|
13. Enter and update inventory levels for tool movement into and out of the warehouse. |
|
14. Prepare, distribute, and save structured, typed vendor performance reports (per NMS document), post, and mid-job for longer durations when applicable. Discuss post and mid-job with vendor and Nooter personnel while documenting for future consideration. |

15. Qualify, maintain, and regularly distribute or otherwise make available an approved vendor list, sortable by both "service provided" and "area of service." |
|
16. Submit or otherwise make available to Contracts Manager for distribution a detailed, monthly, and yearly account of the company's diversity spend. |
|
17. Assist project managers, contracting/rigging engineers, and field personnel to ensure that projects proceed smoothly. |
|
18. Office: a. Assist departmental coworkers with day-to-day responsibilities when needed and available, including maintaining a necessary workflow in the event of vacation or prolonged absence. b. Assist project managers, contracting/rigging engineers, and field personnel to ensure that projects proceed smoothly c. Assist all department managers as needed. |

19. Perform additional assignments per the direction of the Contracts Manager. |
POSITION QUALIFICATION REQUIREMENTS:
Knowledge/Experience
- Knowledge of procurement techniques, procedures, policies, accounting, and business contract law required.
- Computer hardware and software, including Microsoft Office (Windows, Excel, Word, Access, and PowerPoint); Viewpoint; Internet use.
- Technical or business degree or equivalent combination of education and/or related procurement/subcontracting experience.
- A minimum of three years of construction purchasing experience is preferred.
