JOB SUMMARY:

Under the general direction of the Child Support Director, the Tribal Child Support Program Manager is responsible for the development, implementation, promotion, administration and coordination of the Nooksack Tribal Child Support Program.


MAJOR TASKS AND RESPONSIBILITIES:

  • Plan, organize, supervise and evaluate activities and functions of the program including adherence to policies and procedures and supervising staff.
  • Will exercise independent judgment and decision-making abilities to ensure that the Nooksack community receives needed child support services while meeting the requirements of all relevant federal statutes and regulations.
  • Adheres to all policies/procedures and requirements for continued program funding from the Federal Office of Child Support Enforcement.
  • Provides day-to-day management of the program including but not limited to interviewing, making hiring recommendations, training staff; planning, assigning and directing staff work and caseloads; appraising staff and overall office/program performance; rewarding, recognizing and counseling staff; addressing staff and client complaints and resolving problems.
  • Consult with public, private and community to promote ongoing program goals and objectives and to contribute to a favorable public image of the Tribe by establishing and maintaining strong community relationships.
  • Manages employee child support caseloads to effectively provide program services to the client population.
  • Monitors intake and processing procedures to ensure quality and appropriate services are provided and client needs are appropriately met.
  • Compiles and tabulates program data in order to provide information/statistics about program services for the use in assessing and evaluating program objectives and effectiveness; maintains appropriate program records to monitor program activities including the necessary information to satisfy federal reporting requirements; assists in the development and assessment of computerized and manual case management systems to assure compliance with federal regulations and proper client case management/reporting.
  • Assists in developing and monitoring the budget; ensures operating and service costs are within available resources; identifies significant trends with potential budgetary impact and reports these to the Director; prepares internal/external reports as requested/required which are timely and accurate.
  • Responds effectively to common inquiries or complaints from staff, regulatory agencies, clients, employers, community and others.
  • Conducts regular desk audits of client services; documentation and staff progress with clients.
  • Ensures the database information is up to date and accurate.
Collaborates with the ICW and TANF programs regarding Child Support obligations.

Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe.


MINIMUM QUALIFICATIONS

The following qualifications are required for the incumbent to be considered for the position.


REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION:

  • Bachelor degree from an accredited college or university in Human Services, Public Administration or a related field.

Or

  • Associates of Arts degree from an accredited college or university and four (4) years’ of directly related experience.

Or

Six (6) years’ directly related work experience.


REQUIRED SKILLS/KNOWLEDGE/ABILITIES:

  • Knowledge of case management principles and practices; community resources; principles of individual and social development.
  • Demonstrated experience supervising multiple staff.
  • Nooksack Code of Laws, Title 14, Domestic Relations Code, knowledge and experience.
  • Ability to work cooperatively with groups and individuals; organize and prioritize workload; manage a large caseload in an efficient and effective manner; possess excellent oral and written skills. Have the ability to present clear and concise information in a courtroom setting. Have the ability to work under strict timelines.
  • Be dependable, hardworking, punctual, and trustworthy, as may be demonstrated through positive employment history.
  • The ability to make sound judgments; take initiative; be flexibility; and detail-oriented.
  • Ability to prepare clear and concise written reports and maintain records and findings, documents, correspondence and related files and records.
  • Must have follow-through and able to complete tasks or ensure tasks assigned are completed on time and within budget.
  • Must be competent in general math skills (add, subtract, multiply and divide in all units of measure, using who numbers, common fractions, decimals, computer rate, ratio and percentages) and common statistical data analysis .
  • Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of Tribal staff and management.
  • Demonstrated experience working with database systems.
  • Ability to gather and analyze data and prepare reports.


REQUIRED CONDITIONS OF EMPLOYMENT:

  • Must pass alcohol/drug test at time of hire and throughout employment.
  • Must pass criminal background check at time of hire and periodically thereafter.


REQUIRED LICENSES OR CERTIFICATIONS:

  • Must have and maintain throughout employment a valid Washington State Driver’s License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).
  • Must have DNA certification training. (Or Obtain within 90 days.)
  • Supervisory Training and/or certification


PHYSICAL REQUIREMENTS ( The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

  • The standard work week is 8:30-5:00 Monday through Friday. Salary wage, may require weekends or morning/evening hours.
  • While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and hear.
  • The employee is occasionally required to stand and walk.
  • Frequent/constant sitting: on adjustable chair at desk or assigned work area. Ability to occasionally lift 1-20 lbs.: files, paperwork, supplies. Seldom required to lift up to 35 lbs.
  • Occasionally required to push/pull using both arms/hands with required force of 5-20 lbs. to open doors/file drawers and filing documents.
  • Frequently required to bend at waist/knees/neck to and from seated position while working at desk, filing and records handling.
  • May kneel or crouch occasionally to retrieve items from floor level.
  • The majority of the work will be in an office environment with little exposure to noise or outside weather conditions.
  • Constant use of both hands/fingers and arms to reach/handle or grasp while keyboarding, using phone, calculator, copier, and other office equipment; writing instructions, filing and performing other administrative duties. Job requirements include forward and over shoulder reaching on a frequent basis.
  • Keyboarding – frequently for long intervals throughout work shift depending on specific work requirements.
  • Ability to use computers, reading fine print, visual requirements include hand/eye coordination and visual acuity in near/mid ranges.
  • Ability to answer phones, communicate with clients, community members, outside agencies and, co-workers while giving and receiving instructions.
  • The employee may occasionally lift and/or move up to 20 pounds.
  • May have to walk/drive between office locations or to meetings under a variety of conditions


DESIRED SKILLS/KNOWLEDGE/ABILITIES: The following qualifications are preferred/helpful for the incumbent who has these skills/knowledge or abilities for this position.

  • A Master’s Degree from an accredited community college, college or university in Human Services, Business Administration, Public Administration, Accounting, Small Business Management with an emphasis in accounting or finance or equivalent experience in field of Child Support Enforcement.
  • 4 years of experience working with Native Americans or Native American organization preferred.
