Responsibilities

Noblis is seeking Project Analysts to work in dynamic mission-oriented environment within Bethesda, Maryland. The Program Analyst supports organizational objectives by conducting comprehensive program evaluations, improving operational processes, and ensuring effective resource utilization. This role collaborates with cross-functional teams and leadership to provide data-driven insights, monitor program performance, and enhance strategic decision-making. The Program Analyst is responsible for analyzing program operations, supporting budget and contract activities, maintaining documentation, and delivering clear, actionable reports to stakeholders.

Required Qualifications

  • US Citizenship is required.
  • Must have an active Top-Secret Clearance with SCI and Polygraph.
  • Analyze program operations, performance metrics, and workflows to identify gaps, inefficiencies, and improvement opportunities.
  • Track progress of ongoing projects and initiatives, ensuring alignment with strategic objectives, timelines, and compliance requirements.
  • Support development and maintenance of program plans, processes, dashboards, and reporting tools.
  • Prepare and deliver routine and ad hoc reports, leveraging data to inform decisions at the branch, division, and executive levels.
  • Develop and maintain program documentation, process guides, flow charts, and best-practice materials.
  • Support communication between leadership, technical teams, and external partners.
  • Participate in meetings, briefings, and strategy sessions, providing accurate data and analyses that enhance operational visibility.
  • Contribute to the development, refinement, and implementation of program and process improvement initiatives.

Junior-Level

  • Requires a Bachelors degree with 3 years of prior relevant experience OR Master's degree with 1 years of prior relevant experience.
  • Compensation: $82,500 - $128,925

Journeyman-Level

  • Requires a Bachelors degree with 5 years of prior relevant experience OR Master's degree with 3 years of prior relevant experience.
  • Compensation: $99,800 - $156,050

Senior-Level

  • Requires a Bachelors degree with 8 years of prior relevant experience OR Master's degree with 6 years of prior relevant experience.
  • Compensation: $132,900 - $207,750

Desired Qualifications

  • Prior experience working with an intelligence community department or agency.
  • Proficiency with collaboration tools (e.g., MS Office, SharePoint, Power BI).
  • Support the implementation of enterprise reporting and knowledge-sharing platforms such as SharePoint or Power BI.
  • Assist with resource tracking, financial reconciliation, and budget monitoring.
  • Conduct data review and forecasting to support efficient allocation of staff, materials, and program dollars.
  • Maintain and update risk and opportunity registers, supporting identification and mitigation of program risks.
  • Assist in preparing materials for senior leadership presentations and decision forums.
  • Support standardization efforts across business units and assist in implementing new systems, tools, and workflows.
  • Provide coordination for cross-functional projects and ensure tasks are executed effectively and on schedule.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
