This Senior Analyst role provides scientific and technical programmatic support to the DHS Science and Technology Directorate, as part of a multidisciplinary team of high-performance professionals supporting the client's most vexing technical challenges, and developing solutions to counter current, emerging, and future homeland security threats. Specifically, the selected candidates will support S&T on programs including, but not limited to: threat characterization, the infectivity of biological agents, and new technologies in biological agent detection. The successful candidate will be self-motivated; operate well in a matrixed environment; be able to learn, digest, and provide scientific and technical guidance on a broad spectrum of biological and chemical subjects; and be able to distill and communicate complex technical concepts to enable nontechnical managers to make informed decisions. The successful candidate will be proactive in optimizing their contributions to ensure successful outcomes and will have a balance of technical and project management expertise.
The responsibilities of the team member may include:
- Managing multiple chemical and biological defense projects
- Evaluating the feasibility of technical approaches to problems,
- Reviewing biological and/or chemistry-related technical reports and providing critiques of methods and results,
- Developing and evaluating scientific capability development strategies,
- Monitoring chemical and biological projects and technical performance against goals,
- Developing test and evaluation methodologies,
- Assessing the efficacy, safety, cost lifecycle costs of proposed or realized scientific solutions,
- Developing scientific program status reports, PowerPoint briefings, and read-ahead materials,
- Developing, monitoring, and maintaining a central repository of chem/bio scientific and technical program information (e.g. reports, requirements, etc.),
- Organizing, coordinating, and participating in meetings, discussions, and seminars on biological and chemical threat and detection technology topics,
- Communicating scientific findings to technical and non-technical audiences as needed.
- Researching and providing guidance on leading-edge technologies, particularly as they relate to biology and chemistry,
- Evaluating the feasibility of technical approaches to problems,
- Developing and evaluating scientific capability development strategies,
- BA/BS 10 years of relevant experience or advanced degree 5 years of relevant experience; in biological, chemical, biodefense, or related field
- Demonstrated Threat Characterization experience (i.e. types of work within mission space, working with DOD, IC, etc.)
- Demonstrated experience working in secure/classified programs
- Demonstrated Program/Project Management Experience.
- Required Secret clearance with TS/SCI eligibility
- Applicants selected must be eligible to receive DHS Suitability
- Experience providing guidance, feedback, and consulting services to federal program managers.
- Demonstrated proficiency providing program management and analytical support to programs and projects serving DHS Mission Areas.
- Experience with navigating multi-stakeholder environments and gaining consensus.
- Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
- Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
- Demonstrated experience with DHS acquisition processes.
- Experience developing budgets and prioritizing resources.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Evidence of providing scientific guidance to stakeholders, both written and verbally, targeting both technical and non-technical audiences. This evidence may be in the form of conference talks, industry days, publications, feasibility analyses, or market research regarding state-of-art technologies and their implications.
- Experience providing strategic scientific guidance, such as technology roadmaps, feasibility analysis, and market research regarding the boundaries of state-of-art technology.
- Demonstrated strong technical writing skills, targeting both technical and non-technical audiences. Expertise in the field of threats of interest to domestic national security.
- Familiarity with DHS Compliance Assurance Program Office processes and/or policies in biosafety/biosecurity, Biological Weapons Convention treaty, animal care and use, synthetic/recombinant nucleic acids research, or human subjects research compliance.
- Candidates with a Top Secret/SCI clearance and DHS Suitability are strongly preferred.

Total Rewards:
Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range: USD $109,800.00 - USD $171,525.00 /Yr.
