GENERAL DESCRIPTION:The Program Director is responsible for the overall operation of the assigned shelter or group home. He/She implements and maintains the program’s practices, policies, and procedures and supports the Director of PI/QA in outcome assessment measures. The Program Director serves as the program’s liaison with all professional, administrative, and support staff of the Agency. Under the direction of the Director of Residential Services, he/she serves as the program liaison with community and state agencies including DCF. The Program Director will rely on extensive experience and good judgment coupled with skilled problem-solving abilities to plan and successfully accomplish the program’s goals. This is a full-time, 40-hour per week, salaried position that is exempt from compensation regulations as specified in section 31-76i of the Connecticut General Statutes. The employee in this position must be willing to maintain flexible hours and expect to work some evenings.
MAJOR RESPONSIBILITIES:
1. Oversees the STAR Program providing management and supervision of the Supervisor and RN as well as all other administrative functions.
2. Manages the program’s intake procedures and admissions to the program.
3. Performs emergency assessments of youth as well as assessments needed for Area DCF Office discharge planning.
4. Works with the Director of PI/QA to manage the program’s quality assurance program and ensures reports are completed.
5. Participates in the Program’s on-call coverage.
6. Fosters a trauma-informed, gender-responsive, and culturally sensitive model of care.
7. Provides coverage for the Clinician when he/she is absent from scheduled work.
8. Completes and accounts for administrative tasks including:
· Coordinates and assists in the orientation of new staff members.
· Ensures the development of the monthly work schedule in collaboration with the Supervisor.
· Oversees and manages the purchasing of all program and office supplies.
· Manages the program’s filing of reports and informational forms both internally and to outside state and local agencies.
· Oversees the program’s budget and expends program funds in a fiscally responsible manner. Oversees the disbursement of cash within the program. Maintains appropriate bookkeeping system to account for cash disbursements.
9. Coordinates and ensures in collaboration with the RN that effective, timely medical services are provided to the residents of the program. Sees that proper medical service documentation is maintained in a complete and timely manner and that such documentation is in full compliance with all DCF requirements.
10. Takes a leadership role in preparing for and facilitating the program’s preparation and participation in State Licensing.
11. Performs such other duties as may be requested by the Director of Residential Services or the Executive Director.
SUPERVISORY RESPONSIBILITIES:Directly supervises the. Has indirect supervisory responsibility for the Resident Advisors.
QUALIFICATIONS:Licensed Master’s Degree in Social Work preferred or related human service major with experience in the management of a group care facility or congregate care facility. Extensive work experience with adolescents from high-risk environments. Excellent verbal and written communication skills.
The Program Director required to be able to operate a personal computer with proficiency in the use of Microsoft 365, web-based platforms, and Adobe PDF. The Position must pass a national background check conducted by fingerprints, a state police background check, a CT DCF protective service background check, a motor vehicle check, and provide proof of physical and negative PPD results. If the applicant has resided in another state in the last 5 years background checks must be conducted and passed in those states as well.
REPORTS TO:The Program Director is supervised by and accountable to the Director of Residential Services
