SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
- Preparing and executing a fiscal year budget;
- Making recommendations on budgetary matters to senior leadership; and
- Monitoring, analyzing, and interpreting financial data.
Responsibilities:
As a Budget Analyst, you will perform the following duties:
- Serve as the Budget Analyst for the National Weather Service (NWS), Office of Business Operations and Accountability (BOA). Lead the formulation and execution of BOA's multi-million dollar budget. Develop and evaluate budget estimates, forecasts, and financial plans to ensure alignment with NWS strategic goals and statutory requirements. Review and approve methodologies used in the preparation of budget spend plans to ensure technical accuracy and compliance.
- Prepare, present, justify, and defend budget submissions to senior management. Provide authoritative advice and recommendations on resource allocation, and financial strategy.
- Utilize financial management systems and analytical tools to track, reconcile, and report budgetary data. Monitor budget execution by analyzing obligations, expenditures, and variances; recommending corrective actions as needed.
- Coordinate with program managers, contracting officers, and grants officials to ensure proper use and tracking of funds. Support contracts and grants management activities by ensuring funds are properly planned, obligated, and executed in accordance with Federal requirements.
