NMPP Energy, located in Lincoln, Nebraska, is seeking a candidate with energy industry experience to lead our Resource and Transmission Planning team. Use your skills, experience, and talents to guide resource adequacy and transmission planning strategies, direct analytical support for the management and optimization of generation assets, and ensure reliable and compliant power delivery to member and participant communities.


The Manager of Resource & Transmission Planning supports the mission of NMPP Energy by:


Resource Planning

Ensuring the Municipal Energy Agency of Nebraska (MEAN) maintains adequate resources, meets regulatory requirements, optimizes its power supply portfolio, and collaborates with internal and external stakeholders to support effective planning.

  • Ensuring adequate resource capacity and reserve margins to reliably serve member and participant communities by monitoring regional conditions, supporting regulatory compliance, and identifying and executing short-term resource actions.
  • Leading the development of resource adequacy projections and planning strategies, including analyzing resource capability, generation performance, and long-term supply and demand balance to inform operational and long-term decision-making, while collaborating with stakeholders as needed.
  • Overseeing resource adequacy modeling, reporting, and compliance with regional reserve margin requirements.
  • Supporting the evaluation and optimization of MEAN’s power supply portfolio, including energy, capacity, and fuel resources, to enhance reliability and efficiency.
  • Partnering in the development of the 5-year Integrated Resource Plan and Annual Progress Report for submittal to Western Area Power Administration, in collaboration with internal and external stakeholders.
  • Tracking and reporting environmental metrics as required for compliance, resource subscriptions, and MEAN’s 2050 Vision.
  • Directing and managing technical analytics support from external entities, such as The Energy Authority (TEA), related to resource adequacy and portfolio performance.
  • Collaborating internally to assess regulatory and market impacts on long-term planning assumptions.


Transmission Planning

Ensuring reliable and cost-effective delivery of power while maintaining compliance and engaging with regional stakeholders.

  • Leading transmission planning and evaluation to ensure reliable, cost-effective delivery of power across external systems, considering availability, constraints, and alternatives.
  • Coordinating and optimizing transmission services with providers, regional entities, and contractual arrangements to support system reliability and operational efficiency.
  • Ensuring compliance with transmission tariffs and agreements, maintaining adherence to regulatory and contractual obligations critical to MEAN’s operations.
  • Evaluating transmission constraints and system limitations that may impact the ability of the power supply portfolio to reliably serve load.
  • Collaborating with internal staff to assess the technical impacts of regional market activities on MEAN’s transmission position and resource deliverability.


Stakeholder Engagement

  • Representing MEAN in regional planning groups, industry committees, and working groups related to resource adequacy, transmission, and power supply strategy.
  • Communicating complex planning insights effectively to leadership and the Board of Directors.


Skills & Qualifications You Need

  • Bachelor’s degree in engineering or a related field from an accredited four-year college or university. A combination of education and 5-7 years of relevant work experience may be considered.
  • Professional Engineering (PE) registration is highly desirable.
  • Knowledge of generating unit technology.
  • Demonstrated strong analytical skills for problem-solving and decision-making.
  • Proven leadership skills with a track record of effectively managing teams and projects.
  • Ability to stay updated and adapt to frequent changes in industry regulations.
  • Ability to travel up to 20% of the time to member utilities, regulatory forums, and industry conferences.
  • Residence within reasonable daily commuting distance to Lincoln, Nebraska is required.
  • Prior experience in the wholesale electricity or utility industry is required.

We provide wholesale electricity, wholesale and retail natural gas, and utility services to member municipalities, most of which are small, rural communities. The Municipal Energy Agency of Nebraska (MEAN) is one of four organizations that make up the NMPP Energy Coalition. MEAN is a not-for-profit organization that provides wholesale electricity supply and services to more than 60 participating communities in four states.
