To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Drafting regulatory compliance audit or inspection reports, conducting peer level or higher reviews of these reports, and ensuring any report revisions are completed;
- Identifying non-compliance with regulations and drafting, issuing, tracking and resolving resulting non-conformities, deficiencies, corrective actions, or penalties;
- Developing training materials and conducting training sessions with staff members or drafting standard operating procedures and job aids for program use;
- Applying knowledge of maritime safety equipment, drills or training while working on-board or shore-side an inspected or STCW vessel, enforcing maritime safety regulations, or conducting maritime related audits, inspections or investigations;
- Scheduling, and leading regulatory compliance audits or inspections
NOTE: Education cannot be substituted for experience at this grade level.

Responsibilities:
You will serve as a Maritime Training Auditor (Technical Specialist) and be responsible for providing direct continuity between senior leadership and field-level Course Oversight Auditors (COA) activities and mariner training provider compliance measures.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Develops inspection and audit Techniques, Tactics, and Procedures (TIP), check lists, or other Mission Management System (MMS) documents and ensures unhindered accessibility and proper version control
- Prepares and monitors External Auditor (EA) preparation of audit reports according to TTP and MMS documentation and publishes within prescribed time-frame
- Issues and reviews EA's Corrective Action Reports for each non-conformity discovered and ensures plan of action is developed that contains root cause analysis and solution to permanently remove the non-conformity
- Ensures EAs have proper training, including ISO-specific standards, and intervals of competency review
- Leads activities in support of audit programs, to include the observation of audit provider's monitoring activities; the quality review of EA activities; and data collection and trend analysis in direct support of NMC goals and objectives
- Conducts audits and periodically accompanies EA during audits within their AOR and provides observations and feedback to the EAs
- Resolves audit and compliance-related challenges in unique cases. Develops and proposes alternative measures and practices to defuse complex situations and ensure compliance during demanding audits and inspections
