Summary
- Directs the development of the vision for future capital improvements that are part of NJ TRANSIT’s capital program as well as expansion and modernization of transit services and policies across the enterprise.
- Establishes the strategic direction for transit capital investments and defines project specifics and operational improvements that achieve short and long-term goals and objectives.
- Directs staff in management of corporate-wide GIS, signage and Transit Arts initiatives.
- Directs planning efforts in connection with development of NJ TRANSIT’s Trans-Hudson capabilities.
- Promotes the integration of transit modes, both physical and operating, achieves cross organizational consensus on strategic direction, policy implementation and organizational benefits in collaboration with senior management to yield a more integrated and flexible transit system, improved customer service, greater market penetration and greater efficiency.
- Responsible for generating an understanding of NJ TRANSIT’s capital needs and support for projects externally. Leads meetings, presentations and discussions concerning NJ TRANSIT’s planning program or specific projects to gain funding or approvals for advancing projects.
- Defines, analyzes and prioritize potential capital projects that sustain and/or improve NJ TRANSIT’s service and facilities. Directs major projects to make sure they are progressing in a manner consistent with NJ TRANSIT’s goals and objectives while meeting federal and other planning requirements. Ensures projects are managed within scope and budget and achieve original schedule.
- Directs special analysis requiring fast turnaround, produces finding and recommendations on strategy and projects at the request of executive management.
- Reviews staff analysis and makes recommendations for advancing specific projects and establishing their priority.
- Attends briefings and meetings with the Chairman, Board Members, President and senior staff of NJ TRANSIT regarding policy and project issues.
- Leads stakeholder coordination with other MPOs and planning agencies like the NJTPA, SJTPA and the DRPA.
- Represents NJ TRANSIT at local, regional and national transit planning forums, as needed.
- This position supervises: Senior Level direct reports (Deputy Chiefs and Senior Directors).
- Responsible for department that may include Planning, Forecasting, Market Research, Forecasting, GIS and Local Programs. Total staff approximately 60 employees.
- Bachelor’s degree in Transportation Planning, Transit Planning, Urban Planning, or related area. Master’s Degree in aforementioned is desirable.
- Twelve (12) or more years of experience directing transportation planning, concept engineering and project development under a wide range of conditions.
- Knowledge of travel demand forecasting, regional economics, demographics, market research, transit planning, traffic engineering, urban design, land use planning, environmental planning and regulations required.
- This position also requires knowledge of New Jersey state and federal legislation and regulations pertinent to transit planning and design, as well as policy formulation, funding and implementation, public finance, project management and implementation.
- Must have excellent oral and written communication skills to explain projects, gain understanding and obtain support from stakeholders.
- American Institute of Certified Planners is preferred.
- NJ Professional Planner License is preferred.
