Summary
The Manager of Technical Services for Rail oversees the technical operations and maintenance of rail
systems. This includes managing a team of technicians and engineers responsible for the installation,
repair, and maintenance of rail infrastructure, signaling systems, and rolling stock. The manager ensures
compliance with safety regulations, develops maintenance schedules, and coordinates with other
departments to ensure efficient and reliable rail operations. They also collaborate with vendors and
contractors to procure equipment and services and provide technical expertise and support to resolve
complex issues. Additionally, the manager may be involved in budgeting, forecasting, and implementing
technology upgrades to enhance rail services.
Roles and Responsibilities

Manages staff in the development of contract specifications for components, new products,
remanufacture of parts for Rail equipment; coordinates testing to ensure conformance to design.
- Manages staff in the analysis of component and equipment failure trends, and develops and
implements corrective action.
- Manages staff in the modification and updating of fleet maintenance standards and inspection
procedures.
- Manages staff in the development of overhaul, remanufacture and new equipment purchase
specifications for Rail rolling stock.
- Manages the development and implementation of NJ TRANSIT Engineering Control policies and
procedures for new/existing equipment.
- Assists with reviewing and approving documents to ensure compliance with NJ TRANSIT
standards and regulatory agencies.
- Manages the activities of assigned staff and oversees project assignments.
Education, Experience and Qualifications
Baccalaureate Degree in Electrical or Mechanical Engineering or related area. One year of closely related experience can be substituted for each year of education required.
Knowledge and Skills:
- Six (6) years of experience in a technical department of a mass transit agency or freight railroad,
including three (3) years of increasingly responsible management duties to include supervising people and projects.
