Position description

The Ninth Judicial Circuit Court is accepting applications for the position of Manager of Systems and Technology - Senior Systems Analyst, a technical role within Court Administration under the supervision of the IT Infrastructure Manager. This position provides technical support for the court’s enterprise systems at the Osceola County Courthouse. The Manager of Systems and Technology - Senior Systems Analyst ensures that technology services are reliable, secure, and aligned with the operational needs of judges, court staff, and justice partners.

This role is responsible for managing and optimizing the court’s enterprise server and network infrastructure, with primary accountability for system availability, performance, and security. A strong background in systems administration and cybersecurity fundamentals is essential to supporting the court’s mission-critical systems.

Primary Responsibilities

  • Administer and support the court’s server and network infrastructure, including virtual and physical servers, Active Directory, enterprise storage, backup, and disaster recovery systems, under the direction of the IT Infrastructure Manager.
  • Plan, coordinate, and execute system upgrades, patches, and infrastructure enhancements to maintain security, performance, and availability with minimal disruption to court operations.
  • Serve as a senior technical resource for infrastructure troubleshooting, root-cause analysis, and complex system issues across production environments.
  • Apply ITIL-aligned practices for incident, problem, change, and configuration management, ensuring systems are managed in a controlled and well-documented manner.
  • Collaborate with internal teams (network, audio-visual, application support) and business stakeholders to ensure infrastructure solutions support operational and judicial requirements.
  • Support vendor engagements related to infrastructure platforms, including software licensing, maintenance agreements, and escalation of technical support issues.
  • Develop, maintain, and review technical documentation, including system architecture diagrams, standard operating procedures, and recovery plans.
  • Contribute technical expertise to infrastructure planning, lifecycle management, risk assessment, and budget forecasting initiatives.

Qualifications

Education & Experience:

  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Minimum five (5) years of progressively responsible enterprise systems administration experience.
  • Working knowledge of cybersecurity principles and secure systems design.

Technical Skills

  • Strong proficiency in Windows Server, Active Directory, Group Policy, and PowerShell.
  • Experience with virtualization platforms such as VMware or Hyper-V.
  • Familiarity with Microsoft SQL Server administration and application data dependencies.
  • Knowledge of Microsoft 365 and hybrid cloud environments.
  • Experience using mobile device management platforms.
  • Manage and support digital signage platforms used across the court facility, including system reliability, vendor coordination, and alignment with operational and public communication needs.
  • Experience with endpoint management, patching, and software deployment tools.
  • Familiarity with ITIL practices and structured service management processes.

Certifications (Preferred)

  • CompTIA Security , Network , or CySA
  • Microsoft Certified: Windows Server Hybrid Administrator or Azure Administrator
  • ITIL Foundation Certification
  • Certified Information Systems Security Professional (CISSP)
  • VMware Certified Professional (VCP)

Working Conditions

  • May require occasional after-hours, holiday, and weekend support for system upgrades.
  • Ability to lift, carry, and install technical equipment up to 40 pounds.
