Requirements and Skills: This is a flat-fee, fee for service position for an individual with a Masters Degree in Social Work, Child and Family Studies, Psychology, or a related field, and a minimum of two-years post-graduate professional experience, preferably in the field of adoption or foster care. This individual will possess a confident, professional, and personable manner when communicating with Prospective Adoption parents (PAP’s). This individual must possess proficient written and oral communication skills. This individual should be motivated and require little day to day management; must be very organized and detail oriented; and, must have average to excellent computer skills in the area of Microsoft Word, Excel, Agency databases or other reporting software.
General Responsibilities: This employee will report directly to the Executive Director of the California office. This individual will be expected to attend and participate in various staff meetings, staff development and trainings, and seminars as outlined by the office’s Executive Director. All fee-for-service employees must maintain the training requirements to meet both State and Hague requirements.
A. Home Study (HS) Services- The employee will visit the homes of California's prospective adoptive parents to perform a thorough assessment for an adoptive home study as assigned by the Executive Director, and write a complete home study report in a timely manner. At minimum, two home visits are required for both domestic and international home studies. The employee will make a determination of a denied or approved home during the home study process, whether internationally or domestically. The employee will take any and all steps to ensure that the home study report complies with all state laws and will abide by the agency’s Home study standards, as well as those set forth in Hague 22 CFR Part 96, Section 96.47 for International Home Studies. The employee will assist in providing parent education to each prospective family with whom they are working, according to the current agency policies and procedures, and will ensure successful completion of the home study assessment. The employee will be responsible for documenting communication with home study clients into the agency database.
B. Post-Placement/Adoption (PPR/PAR) Services- Assessments will be completed by this employee in the adoptive family’s home after placement of the child. The employee will make home visits with the adoptive family and the child present, on a predetermined schedule, and will submit a complete report of the evaluation by the pre-determined due date. If problems or concerns about the individual child, family, or placement arise during this time, the employee will immediately notify the SSM or the Executive Director. The employee will make recommendations to the family and communicate these recommendations to/consult with the Executive Director. The employee will assist in providing necessary support and additional services to families with any problems that arise in the post-placement/adoption period. The employee will be responsible for documenting communication with PPR/PAR clients into the agency database.
C. Administrative- submit monthly expense reports in a timely fashion and invoice prospective adoptive parents as required.
D. All other duties as assigned by the Executive Director. This may include an hourly rate for pregnancy counseling.
