PROGRAM MANAGER
Organizational Description:
NICOS Chinese Health Coalition is a public-private-community partnership of more than 30 health and human service organizations and concerned individuals. The mission of NICOS is to enhance the health and well-being of the San Francisco Chinese community. Since 1985, NICOS has been engaged in advocacy, research, training, coalition-building and program implementation for the benefit of this population and the organizations that serve it.
Position Summary:
Under the supervision of the Director of Programs and Training, the Program Manager supports, coordinates and manages NICOS’ programs, projects and initiatives that promote health access and health equity, with a focus on the Culturally & Linguistically Appropriate Services Advocacy, Consultation and Training (CLAS ACT) Project. The Program Manager recruits, screens, hires, trains, and mobilizes staff, interns, volunteers and consultants to meet various projects’ goals; develops qualitative and statistical reports for the San Francisco Department of Public Health and other funding agencies; and plans, administers and assesses evaluations to gauge the efficacy of project efforts.
Project Summary:
NICOS conducts an array of programs and initiatives that aim to increase health equity. A cornerstone to these is the Culturally & Linguistically Appropriate Services Advocacy, Consultation and Training (CLAS ACT) Project, developed in accordance with the 15 enhanced National CLAS Standards which seek to advance health equity, improve quality, and help eliminate health care disparities. As the name implies, the CLAS ACT Project provides advocacy, consultation and training on the CLAS Standards, promoting cultural and linguistic access, cultural humility/ responsiveness, anti-bias/ anti-racism and other key practices to help achieve health equity for San Francisco’s historically marginalized and underserved communities such as racial, ethnic, cultural, linguistic and sexual minority populations.
Compensation: $23.08 - $31.25/ hr. benefits
Duties and Responsibilities:
- Support, coordinate and manage NICOS’ programs, projects and initiatives that promote health access and health equity, with a focus on the Culturally & Linguistically Appropriate Services Advocacy, Consultation and Training (CLAS ACT) Project
- Recruit, screen, hire, train, and mobilize staff, interns, volunteers, consultants and sub-contractors to meet various projects’ goals
- Ensure integrity of service delivery, data collection, record-keeping and consultant payment systems
- Ensure attainment of program goals, such as number of organizations/agencies assessed and TA/ training hours provided, community members reached, etc. within contractual guidelines and budgets
- Develop qualitative and statistical reports for the San Francisco Department of Public Health and other funding agencies
- Plan, coordinate and manage all CLAS ACT Project efforts, including advocacy, technical assistance, training, and curriculum and resource development
- Develop and implement tailored professional development training curriculum on practices such as cultural humility/responsiveness for a wide variety of audiences, including health care providers, nonprofit professionals, social workers, educators, addiction counselors, students and others
- Ensure compliance with contractual requirements, including but not limited to SFDPH mandated staff trainings, premise and administrative requirements, and agency policy requirements; participate in site-visits/ audits by funders as required
- Plan, coordinate, convene and facilitate meetings, trainings, workshops, focus groups, stakeholder groups, press conferences, and community events related to project goals
- Lead solicitation and recruitment of organizations and/or groups to participate in the CLAS Standards assessment process with a focus on the capacity to serve Asian Americans, Native Hawaiians and other Pacific Islanders (AA&NHOPI), and provide coaching, tools and/or training to enhance service provision/ delivery as needed/ requested
- Plan, administer and assess evaluations to gauge the efficacy of CLAS ACT and related project efforts
- Participate as a member of the NICOS Management Team
- Assist in organizational, human resource and fund development
- Other duties as assigned
Desired Qualifications:
- BA/BS in Public Health, Social Work, Ethnic Studies, Education, or related field (Master’s degree preferred) three years relevant work experience
- Demonstrated leadership and training/teaching skills
- Strong knowledge of AA&NHOPI population and needs
- Knowledge of cultural competency/ diversity/ anti-oppression concepts and issues
- Excellent oral and written communication skills
- Excellent organizational, analytical and interpersonal skills
- Demonstrated program evaluation/ quality assurance/ program improvement experience/ skills
- Strong initiative, creativity and self-motivation
- Shared values with the agency, including those around equity, social justice and community empowerment
- Willingness to work nights and weekends as necessary
- Have access to reliable, efficient transportation for local travel to training sites and meetings (valid CA driver’s license and access to car preferred)
- Proficiency in Microsoft Office and Google Workspace/Suite applications
- Bilingual/bi-literate English/Chinese (Cantonese) a plus, but not required
