This position makes initial determinations about the safety of children in their home and works closely with law enforcement and other community partners. The Case Manager investigates or assesses child protection reports, provides crisis intervention, participates in court proceedings, and offers short term social services to children and their families.

Promotes safety, permanency and well-being of children who have been maltreated by offering services to prevent future maltreatment, safeguard and enhance child welfare and support family life. Provides case management and coordination of care to families experiencing child maltreatment. Monitors and evaluates client progress and appropriateness of services provided to families. Provides reasonable or active efforts to maintain or reunify families affected by child maltreatment. Collaborates with community partners including law enforcement, correctional agencies, attorneys, therapists, medical providers, chemical dependency services, housing services, domestic violence services, employment services, school, residential treatment providers to improve family functioning and child safety.

Provides case management services to families with child protection needs related to mental health, runaway, truancy, minor parent or general child welfare issues.

Provides initial response to reports of child maltreatment. Screens reports to determine the type of response required.  Interviews children and adults to assess safety and risk within families in accordance with MN Statute 260E. Determines what the needs are of individuals and families for services. Completes assessments within mandated timeframes.

Provides after hours response for emergency and urgent child protection situations. Additionally provides general intake and emergency on-call social services as assigned.

Identifies, selects, coordinates and monitors out of home placement for children experiencing maltreatment. Acts as legal guardian/custodian for children in foster care or state wards. Supervise visitation between parents and their children in foster care. Travels to see foster children wherever they are placed on monthly basis. Completes comprehensive relative search and engage relatives in case planning and services.

Interprets Federal law, Minnesota Statute & Rule as well as agency and DHS policies for children and families involved with child protective services. Participates in professional development activities including completion of 15 hours of mandated training in the area of child welfare.

Identifies potential adoptive placements as required and completes tasks necessary for adoption finalization.

Prepares information and recommendations in connection with court cases and proceedings. Testifies in court proceedings; interprets and implements judicial findings and court orders.

Maintains accounting of time using Social Services Information System (SSIS) and other administrative tasks, including staff meetings, staff training and clinical supervision.

Demonstrates effective written and verbal communication with clients, the public, and staff. Maintains good working relationships with clients and the public. Utilizes effective strategies to assist clients with limited English proficiency.

Minimum Qualifications

  • A valid driver’s license; and
  • A bachelor's degree in one of the behavioral sciences or related fields* including, but not limited to, social work, or psychology from an accredited college or university is required.

*Other related fields can include social work, psychology, sociology, human services, family services, and community corrections. A criminal justice degree may be considered if the degree includes a Corrections track and/or the completion of a minor in one of the above related fields. Making this determination requires a review of college transcripts. A law enforcement degree may be used for this specific position (Assessments/Investigations).

Preferred Qualification

  • A minimum of 2,000 hours of experience delivering social services to children and families, which can include volunteer time.

Salary : $64,801 - $93,962
