Purchase Card Operations Manager (PCOM)

NextStep Technology, Inc. is seeking an experienced Purchase Card Operations Manager (PCOM) to oversee and manage purchase card program support operations. The PCOM will be responsible for all contractor work performed under the Performance Work Statement (PWS) and will serve as the primary point of contact for the Contracting Officer and Contracting Officer’s Representative (COR).

This position is designated as Key Personnel by the Government. The selected candidate must demonstrate strong leadership, communication, operational management, and program coordination skills.

• Serve as the primary point of contact for the Contracting Officer and COR.
• Manage all contractor work performed under the applicable task order.
• Plan, organize, direct, and coordinate daily purchase card program management support activities.
• Oversee project and program support operations to ensure timely and accurate performance.
• Develop and implement operational policies and procedures.
• Coordinate the use of materials, personnel, and other resources.
• Manage daily operations and ensure all contract requirements are met.
• Monitor performance, resolve operational concerns, and communicate program updates to Government representatives and company leadership.
• Coordinate the planning and production of all purchase card program management support activities.
• Identify and supervise qualified alternate personnel who can act with full authority during the PCOM’s absence.
• Ensure continuity of operations and consistent delivery of contract services.
• Obtain prior approval from the Contracting Officer before any replacement of the PCOM.

• Bachelor’s degree in Business Administration or a related field.
• At least five years of related experience managing the daily operations of a project or program.
• Experience organizing, directing, and coordinating project or program support operations.
• Experience planning and managing purchase card program support activities.
• Demonstrated experience managing personnel, resources, schedules, and operational requirements.
• Strong leadership, organizational, problem-solving, and decision-making skills.
• Ability to communicate effectively with Government representatives, internal leadership, and project personnel.
• Ability to read, write, speak, and understand English fluently.

• Experience supporting federal government contracts or programs.
• Knowledge of Government Purchase Card programs, policies, and procedures.
• Experience serving as a program manager, operations manager, or key contract representative.
• Ability to manage multiple priorities while maintaining accuracy and compliance.
• Strong written and verbal communication skills.
