ANIMAL CONTROL DIRECTOR (1328)
FLSA: Exempt
Purpose of Classification:
The purpose of this classification is to oversee the enforcement of County ordinances and state statutes relating to
animal care, welfare and public safety and to plan, direct, and manage the staff and operations of the Animal Control
Department.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude
them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties
may be required and assigned.
Manages, directs, and evaluates assigned staff: approves/processes employee concerns and problems and counsels
or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a
liaison between employees and County administration; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives;
develops and oversees employee work schedules to ensure adequate coverage and control; compiles, reviews and/or
approves timesheets; ensures that subordinates have the proper resources needed to complete the assigned work;
monitors status of work in progress and inspects completed work; consults with assigned staff to assist with
complex/problem situations and provide technical expertise; and provides progress and activity reports to
management.
Interprets and oversees the enforcement of applicable animal control laws and ordinances, and all other applicable
laws, ordinances, rules, regulations, standards, policies and procedures: ensures staff adherence to established safety
procedures; monitors work environment and use of safety equipment to ensure safety of employees and other
individuals; initiates any actions necessary to correct deviations or violations; and issues citations to violators of
animal control ordinances.
Develops long- and short-term goals, plans, and objectives for the department: researches and assesses current and
future community animal control needs; develops, implements, and updates department policies and procedures
and programs to meet community animal control needs, as well as comply with applicable local, state and federal
rules, regulations, laws or ordinances.

Develops and administers department budget: forecasts expenditures and revenues, including staffing, equipment,
and supplies; monitors expenditures to ensure compliance with approved budget; and processes all related financial
documentation and records.
Directs and oversees operations of the County's animal shelter: oversees and coordinates activities involving animal
care, facility cleaning, and facility maintenance; oversees all animal intake, adoption, euthanasia, and reclaim
procedures and activities; ensures maintenance of equipment, building and grounds; and monitors and replaces
inventory of medications, supplies, and equipment.
Receives and responds to questions, concerns and complaints from animal owners and the public: confers with irate
citizens and other individuals regarding situations arising from the enforcement of animal ordinances and statutes;
advises citizens of animal related laws; consults with legal counsel on difficult cases; ensures proper documentation
of pertinent information; and responds to citizen concerns and complaints verbally and in writing.
Directs the enforcement of animal control laws and ordinances: supervises subordinates and participates in the
apprehension, impounding and disposition of stray or vicious animals and rabies suspect animals; interprets legal
statutes, codes, ordinances and assists in enforcement prosecution; monitors all pending and unresolved bite cases;
supervises record management and prepares and submits required reports; and verifies and coordinates response
to complaints and during emergency/disaster situations.
Consults with County administration, public safety officers, and the County Board of Health, as needed to review
department operations and activities, review and resolve problems, receive advice and direction, and provide
recommendations.
Promotes humane education and public relations through programs to schools, homeowners, civic groups, and
others: conducts tours of the shelter to educational and civic groups; and serves as representative for animal control
in the media.
Maintains current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices
relating to Animal Control operations; maintains an awareness of new trends and advances in the field; and attends
workshops, in-service training sessions, and meetings as needed.
Processes a variety of documentation associated with department/division operations, within designated
timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards or retains,
as appropriate, various forms, reports, correspondence, timesheets, vehicle maintenance reports, fuel reports,
calendars, invoices, incident reports, euthanasia and adoption records, and other documentation; compiles data for
further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy
records.
Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet,
database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as
necessary to complete essential functions.
Communicates with County officials, other County employees, vendors, judicial and court staff, outside agencies, the
public, and other individuals as needed to coordinate work activities, review status of work, exchange information,
or resolve problems.

Minimum Qualifications:
High school diploma or GED required, with vocational or technical training in animal control, law enforcement or a
related field; supplemented by three years of experience in animal control enforcement; or any equivalent
combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for
this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Must possess
and maintain the following additional certifications or licensures: Georgia Peace Officer Standards and Training
(POST) certification.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential
functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary
to function effectively in the position.
