POSITION:Executive Director of Student Services, Health, Safety and Well-being
LOCATION:Newport Public Schools
REPORTS TO:Superintendent of Schools

GENERAL DUTIES:  To Provide educational Leadership, direction, and programming for students with disabilities receiving special education services, students receiving interventions through MTSS, students with 504 plans, nursing services and other services that support the health and well-being of students for all ages 3 to 22.

 

QUALIFICATIONS:

  1. Hold or be eligible for the RIDE certificate as a Special Education Administrator, PK-12
  2. Master’s Degree or higher in Administration, Special Education and/or a related field
  3. Must have at least 5 years of successful teaching experience, three of which must be in special education
  4. Must have a minimum of 5 years of Central Office experience
  5. Demonstrated proficiency in use of technology that relates to job performance
  6. Demonstrated ability to perform the responsibilities listed below as evidenced by course work, educational experience, professional development, previous experience in a similar position, and the interview process
  7. Alternatives to the above qualifications as the committee and Superintendent may find acceptable and appropriate

 

RESPONSIBILITIES-OFFICE OF STUDENT SERVICES(OSS) PERSONNEL

The following positions are directly supervised by the Executive Director: Assistant Director of Student Services, Student Services clerical staff, Registration Clerk, and the Attendance Facilitator.

 

The following positions are indirectly and collaboratively supervised by the Executive Director and School Principals or other Directors: Student Services Coordinator, Special Education Department Chair, 504 Coordinators, MTSS Coordinators, School Engagement Facilitators, Special Education Teachers, Special Education paraprofessionals, Speech language pathologists, Occupational Therapists, Physical Therapists, Nurses, Guidance Counselors, Board Certified Behavior Technicians, Registered Behavior Technicians, Certified Nursing Assistants, School Psychologists, Social Workers, & Licensed Mental Health Clinicians.

 

  1. Assesses district need for OSS faculty and staff
  2. Participates in the hiring of new employees for OSS
  3. Supervises, either directly or indirectly, all OSS employees
  4. Evaluates OSS personnel, either directly or indirectly
  5. Assists with non-union contract development
  6. Reviews and updates job descriptions as needed

 

RESPONSIBILITIES-STUDENT SERVICES

  1. Assesses programmatic needs throughout the school year
  2. Manages and coordinates the delivery of services for special education, 504, MTSS and school health programs
  3. Acts as the district 504 coordinator for students and employees
  4. Works collaboratively with families, outside agencies, teachers, administrators and other stakeholders to ensure appropriate educational access for all students with disabilities
  5. Assists principals and guidance counselors with scheduling of students to ensure services are provided in accordance with the IEP
  6. Collaborates with building administrators to implement new state policy changes, including graduation requirements
  7. Collaborates with local private schools to ensure appropriate services are available to them through the CRP private school allocation
  8. Collaborates with local and statewide transportation to ensure that students are able to participate in programming
  9. Collaborates with all out of district programs to ensure students are receiving their IEP services in the least restrictive environment
  10. Assess the need for and ensures access to high quality curriculum and high leverage practices for students with disabilities
  11. Supports the implementation of the Common Core Curriculum
  12. Ensures that NPS employees have access to current assessments and professional development to evaluate student needs
  13. Collaborates with outside agencies and nurses to provide flu clinics, dental screenings, eye screenings and hearing screenings
  14. Supports the implementation of Vaccinate before you Graduate programs
  15. Collaborates with the administrative team on district wide strategic planning & implementation and other initiatives
  16. Coordinates and implements an extended school year program (ESY) including the assessment of needed personnel, hiring of personnel, notification to parents, and collaboration with principals to ensure teachers and students have adequate space and supplies for programming.
  17. Implements and reports on all grant funded activities to the granting agency
  18. Implements and reports on all early intervening services supported by grant funding

 

RESPONSIBILITIES-LEGAL

  1. Ensures compliance with state and federal regulations regarding children with disabilities, students receiving 504 accommodations, or MTSS interventions.
  2. Participates in professional development and disseminates information to appropriate personnel regarding legal obligations and updates
  3. Chairs or appoints a designee to be the LEA representative for all Evaluation Team meetings and IEP team meetings and 504 meetings to ensure regulatory compliance
  4. Facilitates the collection of census data and ensures accurate reporting to RIDE
  5. Participates in all ESSA calls with DCYF to ensure students are placed correctly
  6. Facilitates the school support visit with RIDE and completes all necessary reporting and follow up activities
  7. Collaborates and consults with the NPS attorney to ensure legal compliance
  8. In the case of a State Complaint, Mediation Hearing, Due Process Hearing or OCR complaint, the Executive Director will be actively engaged in the collection of evidence, organization of evidence and implementation of regulatory timelines in collaboration with the NPS attorney, as well as participation in any hearing associated with the aforementioned processes.
  9. Assists with policy writing and implementation related to students with disabilities or related to the health and well-being of students
  10. Completes the RIDE Health report annually in collaboration with the Director of Teaching and Learning
  11. Submits annual restraint data to RIDE as required by law
  12. Submits bi-annual restraint and seclusion data to the Civil Rights Data Collection (CRDC) office
  13. Attends and presents information at School Committee Meetings as needed

 

RESPONSIBILITIES-PROFESSIONAL DEVELOPMENT(PD)

  1. Assumes responsibility for own professional growth and development to ensure best practices
  2. Assess the need for PD district-wide
  3. Provides or arranges PD for NPS employees related to regulatory compliance and best practices for educating children with disabilities
  4. Collaborates with other directors and principles to identify needed PD and to schedule that with personnel

 

RESPONSIBILITIES-FINANCE

  1. Prepares and maintains a budget for special education and related services in collaboration with the Executive Director of Finance
  2. Completes all grant requirements related to the federal and state allocations (CRP) for IDEA and IDEA PK including performance reports and related documents
  3. Seeks out additional funding opportunities to expand opportunities for NPS students
  4. Prepares and processes reports on Extraordinary Costs  for reimbursement through RIDE

 

RESPONSIBILITIES-COORDINATOR

  1. Complaint Coordinator
  2. Title IX Coordinator
  3. Title VI Coordinator. 
    1. All of these responsibilities require a high level of diligence, attention to detail, legal knowledge, and ongoing professional development.

 

TERMS OF EMPLOYMENT: 12 month position, salary negotiable, benefits as established for all administrative positions.  Admin Salary Grade 9.

 

EVALUATION: In accordance with school committee policy on evaluation of professional personnel
