SUMMARY:


Reports to the Newport Hospital Director of Operations. Provides a safe and secure environment for patients, employees, and visitors. Manages day-to-day operations of the Security Department.


KEY ACCOUNTABILITIES:

Develops departmental plans and goals, assists in the establishment of operational and capital budgets, ensures department operates within allocated funds, prepares monthly variance reports.


Interviews, hires, assigns, counsels, and fires staff in collaboration with contracted security company. Conducts performance evaluations and recommends personnel actions. Acts as resource for staff and conducts regular individual and group staff meetings. Prepares and submits payroll, provides, and maintains staff development plans. Develops standards for Security staff performance.


Responds in an ARMED capacity to all Active Shooter, Code Silver emergency hospital situations, using the appropriate escalation of force level. Relinquishes this role immediately when the Newport Police arrives on scene or any other sworn Law Enforcement Agency who has responded to provide mutual aid.


Evaluates reports, decisions, and performance of department in relation to established goals. Recommends and implements department policies and procedures to effect continual improvement of efficiency of department and services performed.


Provides department-specific orientation for new Security Officers, as well as general hospital orientation for all new employees.


Serves as a member of the following committees: Environment of Care, Emergency Preparedness, External Partner Committee, Diversion Response Team, and Brown Health System-Wide Workforce Safety Council.


Assumes the role of Security Branch Director in emergency preparedness drill exercises, as well as in actual emergency situations.


Oversees the Loss Prevention Program. Monitors the incident reporting system, analyzes, evaluates, and produces follow-up investigative reports. Is alerted to serious security issues and directs others as appropriate. Prepares monthly reports of incidents, trends, and related information.


Retrieves and copies hospital security video recordings upon request from The Facilities Director, RISK, hospital administration or other authorized agencies.


Develops and implements programs that minimize security risks. Develops and conducts Tabletop Exercises for “Hospital Active Shooter” for hospital staff.


Reviews and responds to all security related medical event reporting system (Safety Net) reports.


Maintains departmental, financial, and record keeping systems.


Maintains an identification badge system for all Hospital personnel; is responsible for hospital badge access system.


Implements, patrols, investigates problems, conducts surveillance, and other activities to provide a secure and safe environment.


Maintains the integrity of the Valet Parking Program. Ensures the safety and security of hospital-wide campus parking. Coordinates Security efforts to meet the needs of employees, patients, and visitors. Ensures parking areas are properly maintained and utilized. Works with Facilities Management during snow emergencies.


Responds to “Code Gray” calls (UNARMED), as appropriate, and coordinates an Intervention Team. Teaches or designates a security officer to instruct de-escalation training (SafetyCare) to Hospital Staff.


Participates in councils, quality improvement teams, and other such committees, such as Root Cause Analysis (RCA) as required.


Manages the patient valuable/contraband safe.


Maintains quality assurance, safety, environmental, and infection control, in accordance with established hospital department policies, procedures, and objectives.


Works with the hospital locksmith and verifies and approves all requests for issuing of duplicate keys when requested.


Strict protocols and procedures are developed between the Hospital and Newport Police Department regarding these situations. NPD Officers are uniformed, and the Armed Hospital Manager is not uniformed. The Security Manager is responsible for coordinating with NPD so that they are in a continuous states of awareness relating to the presence of the Armed Hospital Security Manager. Security Manager will be responsible for coordinating this matter with NPD and establish mutually acceptable protocols and procedures.


Performs other duties as necessary.


BASIC KNOWLEDGE:


Bachelor’s Degree in a security or law enforcement-related field required. Computer competency and a working knowledge of budget preparation is required. Incident Command System (ICS) training must be completed within 180 days of hire. Valid driver’s license required. Prior experience in a health care environment preferred.


ADVANCED CERTIFICATIONS AND TRAINING:


Must complete a psychological evaluation if requested, or proof thereof.


Must be in good standing after at least 3 years of service or retired in good standing due to a physical disability other than a psychological impairment.


Must possess a LEOSA card or obtain a license or permit by the R.I. Attorney General’s Office.


Must undergo semi-annual firearms proficiency and Active Shooter Training. Firearms Training is a perishable skill that requires monthly offsite firearms training.


In accordance with existing SafetyCare and ICS related responsibilities, training in SafetyCare and Hostage Negotiation skills is required.


Provide proof of Firearms Training from a certified Firearms Instructor.


While on-duty, will carry an approved concealable automatic firearm, and OC-Gel.


EXPERIENCE:


Must have completed a Law Enforcement Academy Program. Four years of related and progressively responsible system security experience is required, including three years in a supervisory position.


WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:


Healthcare environment such as acute care hospital, physicians’ offices, and ancillary healthcare enterprises. Any hazards are minimized by adherence to established safety procedures and precautions. Physical ability to stand and walk for long periods of time and acuity to observe activities in assigned area. Must be physically capable to assist in the restraining of patients. Capable of running up several flights of stairs to aid and be able to complete services. Must be able to carry weights in excess of 50 pounds for 100 feet. Occasionally subject to irregular hours, regularly required to be on-call.


INDEPENDENT ACTION:


Incumbent functions independently within the scope of department policies and practices; generally, refers specific problems to the Director, only where clarification of departmental policies and procedures may be required.


SUPERVISORY RESPONSIBILITY:


Up to 41 full-time equivalent in-house, contracted positions in the areas of Security and Valet Parking services.
