Role Description
The NYS Thruway Authority (NYSTA) is recruiting for several Professional Engineer 1 (Civil/Transportation) roles within their New York Division. Under the direction of senior engineering staff, the incumbents will perform a broad range of engineering responsibilities to support their assigned Division’s construction, inspection, highway maintenance, bridge, and/or capital program activities. Various duties may include the following:
Construction:
- Direct and supervise highway, bridge, and architectural construction projects.
- Monitor progress, review CPM schedules, contract payments, and ensure compliance with specifications.
- Conduct regular field inspections to verify work meets contract requirements.
- Review and approve submittals, shop drawings, mix designs, and respond to contractor inquiries.
- Manage consultant agreements, budgets, staffing levels, and performance ratings.
- Review cost proposals, order-on-contracts, and recommend acceptance or resolution of disputed work.
- Chair or participate in project meetings including progress, pre-construction, and close-out sessions.
- Review work zone traffic control plans and manage conflicts.
- Perform constructability reviews of projects in design.
- Provide guidance on contract changes and participate in emergency response and snow/ice operations.
Structural and Inspection:
- Lead and manage structural safety inspections of bridges, culverts, retaining walls, overhead signs, and lighting structures.
- Perform field inspections per National Bridge Inspection Standards and NYSTA/NYSDOT policies.
- Access structures using ladders, platforms, aerial lifts, and under-bridge inspection units.
- Prepare inspection reports, update structure inventories, and coordinate traffic control for inspection activities.
Capital Program and Permits:
- Serve as the Division permit coordinator; review and issue work/occupancy permits and conduct field visits.
- Coordinate with HQ and Division units on capital program development and project scoping.
- Review plans, proposals, SEQR submissions, and municipal board referrals affecting Thruway ROW.
- Track capital plan schedules, monitor liabilities, and ensure fiscal compliance.
- Provide technical and policy guidance on capital projects and participate in regional transportation council meetings.
- Manage development of multi-year capital programs and monitor expenditures to meet fiscal targets.
- Review and comment on project plans, scoping documents, and environmental submissions.
Highway Maintenance:
- Develop and administer highway maintenance programs for the Division.
- Conduct periodic inspections and prepare reports on maintenance needs and priorities.
- Set maintenance priorities and prepare annual budget requests.
- Investigate complex repair problems, component failures, and damage; design and inspect repairs.
- Plan, design, and coordinate logistics for maintenance projects, including manpower, equipment, and materials.
- Determine and design traffic control measures for work zones to ensure safety.
- Monitor technical proficiency of supervisors and evaluate work progress and costs for budgeting.
- Recommend staffing requirements, initiate recruitment, and implement personnel policies.
- Evaluate staff performance and participate in training programs for maintenance personnel.
Design:
- Provide professional engineering design services for bridge and highway repair, rehabilitation, and reconstruction projects.
- Prepare design reports, plans, specifications, estimates, and calculations.
- Manage and review consultant design work and ensure compliance with NYS design standards and manuals.
- Assist in pre-design investigations and participate in final inspection and acceptance of contract work.
Misc. Responsibilities:
- Develop systems for program evaluation and management.
- Maintain records and GIS data for the Division.
- Serve as liaison with public agencies and political subdivisions.
- Support emergency response and snow/ice operations.
- Perform ICS and other duties as assigned.
Salary : $124,852 - $133,608
