Duties Description

The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Western Field Office. The incumbent will serve as the Field Office program specialist related to State Aid Funded Employment programs, Crisis programming (including 988 and mobile crisis intervention), and related issues in the 19-county OMH Western Region. This position will also serve as an assist in the oversight to other Unlicensed Adult services within the WNY Region. Specific duties to be performed may include, but are not limited to, the following:

Serve as the lead program specialist for the WNY region State Aid Funded Employment programs (SAFEP). This includes providing technical assistance, oversight as appropriate, and acting as a liaison for the SAFEP, mental health providers, Field Office Staff, LGU’s, and other stakeholders.

Serve as the lead program specialist for the WNY region 988 call centers and State Designated Mobile Crisis in the 19 county region. This includes providing technical assistance, oversight as appropriate, and acting as a liaison for the crisis providers, mental health providers, Field Office Staff, LGU’s, and other stakeholders.

Providing direct assistance in the implementation and oversight of an array of non-licensed Adult Community Services, including Supportive Housing, Adult Behavioral Health Home and Community Based Services (BH HCBS), and Community Oriented Recovery and Empowerment (CORE) Services, etc. to assure that service penetration meets established network adequacy standards and program operation meets both regulatory and programmatic standards.

Participate in technical assistance, monitoring, and oversight activities, as requested / applicable, for other related unlicensed programs (ie. Safe Option Support (SOS) Teams, Community Mental Health Promotion and Support (COMHPS) teams, Specialty Mental Health Care Management agencies, etc.)

Monitor and respond to local OMH unlicensed Adult service related complaints and assist with resolutions. Participate in the investigation of concerns and/or incidents related to the provision of services where applicable.

When necessary, collaborate as part of a multidisciplinary team working with county Single Points of Access (SPOA), State Psychiatric Centers, residential providers and other stakeholders in the transition of individuals to the community with complex service needs.

When appropriate and as requested, assist the Western Field Office licensing team on targeted licensing review and monitoring visits.

Represent OMH at meetings with non-profit agencies, other government entities and advocacy organizations.

Participate in other project work based on needs of the office. This could include involvement in prevention-related services, participation in disaster MH activities, senior mental health activities, outreach and community engagement, as well as other special projects, as needed.

Minimum Qualifications

Non-Competitive Minimum Qualifications Under the NY HELPS Program:

To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can subsitute for one year of specialized experience.

Transfer Opportunity:

Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level.

55b/c Opportunity:

Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must possess a Bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a mental health program.
