Duties Description

Under the guidance and supervision of the Deputy Commissioner and CFO, the Assistant Commissioner for OFM serves as Special Advisor to the CFO. The incumbent will act as a Special Advisor to the CFO on all fiscal management operations, develop policy for administering the Office of Mental Health's (OMH) budgeting functions for State-operated programs as well as State resources made available for community-based mental health services, in budget development and execution of state operated, community, and capital appropriations, claims, voucher and contract processing, revenue collection, costing and rate setting, strategic financial planning, Medicaid systems and financial policy, including the development and implementation of Medicaid and non-Medicaid reimbursement methodologies, technical assistance to other divisions within OMH, and financial technical assistance to community governmental and provider organizations. The incumbent assists the Deputy Commissioner and CFO in the fiscal planning surrounding both new initiatives and existing operations, including all agency planning efforts, internal and external communications, ensuring the efficient and effective day-to-day fiscal operations of the agency. The incumbent will advise and provide direction to executives and senior level staff through the financial management plans for programs within the agency.

The incumbent performs, but is not limited to, the following duties:

  • Assists the Deputy Commissioner and CFO in responding to financial management requests of the Division of the Budget, Governor’s Office, and the State Legislature (including but not limited to analyses of Federal funding changes, forecasting, and impacts).
  • Advises and develops in conjunction with the Deputy Commissioner and CFO internal and external communications necessary to the successful fiscal management operations of OMH, the Research Foundation for Mental Health, the New York State Psychiatric Institute, and the Nathan Kline Institute.
  • Assists the Deputy Commissioner and CFO in facilitating the day-to-day fiscal management operations of the agency and in implementing budget initiatives (including but not limited to Mental Health Parity and Addiction Equity Act compliance and Medicaid managed care oversight).
  • Assists and supports the Deputy Commissioner and CFO in meetings with various stakeholders, from both public and private entities, (including State agency regulatory counterparts at the Department of Financial Services and Department of Health).
  • Collaborates closely with the OMH fiscal management leadership team to bring about systemic improvements.
  • Researches and manages assignments with agency-wide scope impacting all OMH. Makes recommendations of fiscal policy relative to the agency’s budget, Medicaid and other revenue streams, and agency program initiatives and fiscal impacts.
  • Covers other high-level OFM priorities as assigned.

Minimum Qualifications

The Assistant Commissioner position is in the exempt jurisdictional class; therefore, there are no established minimum qualifications, and the appointees serve at the pleasure of the appointing authority. However, to function effectively in this position the candidate must have a bachelor’s degree in public administration, public health, or other related field and at least eight years of experience in government or not-for-profit fiscal administration working with Medicaid, three years of which must have been in management.

Salary : $141,581 - $178,874
