This position is in the Bureau of Finance and Administration and reports to the Associate Budgeting Analyst within the New York State Office for the Prevention of Domestic Violence. The Senior Budgeting Analyst performs budget estimation, management, justification, and expenditure control functions for the agency.
Duties Include But May Not Be Limited To
- Assist in maintaining fiscal integrity and oversee all aspects of the budgetary operations of the agency.
- Assist in managing and tracking agency budget and cash flow, payroll and fill level, as well as bureau cash flow.
- Assist with forecasting expenses and budgetary needs for agency budget requests.
- Assist in the preparation of the agency’s budget requests and tasks affecting agency-wide programs, following State Finance Law procedure and policy, based on a knowledge of Division of the Budget guidelines.
- Collaborate with higher level staff to improve budgetary reporting; collect and analyze spending data by program.
- Prepare draft of budget estimates and justifications, assist in compiling draft agency budget proposal embodying decisions made at budget conferences, and may prepare special budgets for programs administered through separate funds.
- Analyze data pertaining to the subject matter, consider alternative solutions, and develop budget recommendations based on findings.
- Prepare written recommendations on necessary modifications, staffing limits, and expenditure ceilings for the most effective use of approved funds.
- Other duties as assigned.
Minimum Qualifications

- Senior Budgeting Analyst level requirements:
- Budgeting Analyst Trainee 1 (equated to SG-14): bachelor’s or higher degree.
- Budgeting Analyst Trainee 2 (equated to SG-16): bachelor’s or higher degree and one year of professional experience in budget estimation, justification, and expenditure control functions.
- Senior Budgeting Analyst (SG-18): bachelor's degree and two years of professional experience* in budget estimation, justification, and expenditure control functions.
Preferred Qualifications
- Bachelor’s degree or higher AND one or more years of professional experience managing budgets.
- Ability to work independently and as a team member with strong attention to detail and accuracy.
- Strong analytical skills
- Good verbal and written communication skills
- Familiarity with Excel, SharePoint, and the Statewide Financial Systems (SFS) is preferred.
- Preferred expertise in New York State governmental affairs, non-profit grant administration, and experience in the field of domestic violence service provision.
- Additional experience in one or more of the following areas will be considered:
- Negotiation with contractors and vendors.
- Fiscal management including bidding, payment, analysis, and fiscal reporting.
- Contract development including developing requests for proposals.
- Contract execution including securing signatory approval from control agencies.
- Monitor and review of contract terms.

Additional Comments
- There is no examination required for appointment to a NY HELPS position. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
