Duties Description
Under the general direction of the Deputy Director of the Office of Administration, the Director Financial Administration 3, M-3 will provide direction and oversight to the staff performing the budgeting and fiscal accounting activities for the NYS Justice Center for the Protection of People with Special Needs.
Duties will include, but are not limited to, the following:
Provide day to day control and direction of the Budget Unit:
Current NYS Justice Center employee with one year or more permanent, contingent-permanent or 55b/c service in a financial management or budgeting position allocated to M-1 or higher.
OR
Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must meet the qualifications above.

Duties will include, but are not limited to, the following:
Provide day to day control and direction of the Budget Unit:
- Make appropriate use of fiscal and physical resources in accomplishing objectives; ensure coordination among the operating units;
- Delineate the scope, objectives and expected results of unit activities, develop plans for carrying out assignments;
- Continuously review projects, adjust priorities, resources and staff assignments as required.
- Manage the agency’s Cost Allocation Plan for Medicaid reimbursement including quarterly reporting, expansion of the eligible activities, coordinating with the Department of Health for timely claim submissions, and manage a team of consultants responsible for Medicaid cost claiming.
- Review work of subordinates to ensure completeness, accuracy and conformance with standards;
- Provide guidance to subordinates or personally resolve difficult or complex problems;
- Analyze all agency fiscal policies and procedures and, as necessary, develop new or revised policies and procedures to ensure fiscal accountability and provide timely budget and fiscal planning information.
- Knowledge of and experience using the Statewide Financial System.
- Meet with program managers, control agencies, federal agencies and other state agencies to review fiscal management concerns;
- Discuss policy issues, methods of operation and resolution of problems with supervisory staff;
- Consider and develop recommendations designed to address complex funding issues;
- Present recommendations to Budget Director and Deputy Director of Administration; outline advantages, deficiencies, alternatives and options.
