Minimum Qualifications
To Accountant Trainee 1 (SG-14): A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
To Senior Accountant (SG-18)*: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
List appointment: Reachable on current Civil Service eligible list for this title.
Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 of Civil Service Law.
Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades.
Titles eligible for transfer to Trainee 1 include, but are not limited to: Auditor Trainee 1, Budgeting Analyst Trainee 1, State Program Examiner 1 Fiscal.
Titles eligible for transfer to Senior Accountant include, but are not limited to: Auditor 1, Internal Auditor 1, Senr Budgeting Analyst.

Reinstatement: Candidates who have held Senior Accountant title, or a transferable title, may be eligible for consideration for reinstatement.

For candidates new to NYS, the starting salary for this position will be the bottom of the range displayed and is not subject to negotiation. For candidates that are current NYS employees, salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description
- Prepare Disability Benefits Fund statutory and audited financial statements and workpapers
- Prepare annual Aggregate Trust fund audited financial statements and workpapers
- Create, prepare and post monthly journal entries
- Perform General Ledger account reconciliations, along with year-end reconciliation and reporting
- Review, prepare and post fixed assets
- Maintain detailed records of the fixed asset system
- Maintain departmental policies and procedures including regular review and updating of 50 procedures
- Complete annual Internal Control review
- Maintain month end close financial statement reports in Oracle
- Perform monthly maintenance of the Oracle General Ledger, including testing and updates
- Additional projects as assigned

- Substitutions: A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

- Experience with Microsoft Suite
- Strong understanding of Oracle Financials modules, and practical experience with configuration, troubleshooting, and system maintenance
