Duties Description

As a member of NYSIF’s Claims MedPay DBL-PHS team, incumbents of these positions will play a key role in developing software to meet the essential business needs of the agency. As a member of a full stack development team, incumbents will assist in the design and creation of both front and back-end software development.

Responsibilities Include, But Are Not Limited To

  • Analyze and gather requirements for current and future processes.
  • Design/create database structures including PL/SQL, tables, packages, procedures, functions.
  • Design/create websites, APIs, and batch processes.
  • Research trending technology and assist management in implementation of new technologies.
  • Provide production support as needed.
  • Engage in all phases of the system development lifecycle.
  • Integrate security measures into coding practices.
  • Aid in optimizing performance and addressing security vulnerabilities in applications.
  • Investigate and resolve service tickets by analyzing data and processes to identify the root cause of the issue.
  • Collaborate closely with the team to establish continuous integration/continuous deployment (CI/CD) pipelines and automate deployment processes.

Current projects that incumbents may be involved in include, but are not limited to:

  • Enterprise-wide Intelligent Document Processing (IDP)
  • Policy Management System Modernization
  • Robotic Process Automation (RPA)
  • Mass Mailing processes using ADOBE Forms
  • Medical Billing/Processing
  • Smart Payroll Reporting

Qualifications

Minimum Qualifications

  • Reachable on current Civil Service eligible list for this title; OR
  • One year of permanent, competitive class service as an Information Technology Specialist 2; OR
  • One year of permanent, competitive class service in a title eligible for transfer Section 52.6 of the Civil Service Law; OR
  • NYSIF employees with one year of permanent competitive service as an Information Technology Specialist 1; OR
  • Bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR
  • Bachelor's or higher-level degree in any field AND one year of experience in information technology; OR
  • 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology; OR
  • Two years of experience in information technology.

Note: Certain math and business courses, although taken as part of a computer science curriculum, are not counted towards the 15 semester credit hours.

Preferred Qualifications

The candidate should have a basic understanding of Object-Oriented Programming, Software Development Life Cycle, Oracle, MVC, .Net Core, C# .Net, REST APIs, XML, HTML, CSS, JavaScript, jQuery, JSON, Bootstrap, JAVA, PL/SQL, TFS/DevOps, Adobe Designer, Adobe Experience Manager Forms.

Additional Comments

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
