Upstate Regional Office (based In Albany, New York) The Offices Of The Inspector General (OIG) Are Comprised Of Three Offices, Derived From The Three Appointments Held By Inspector General Lucy Lang

The Office of the New York State Inspector General (NYSIG), as established by Executive Law Article 4-A, is entrusted with the responsibility of receiving and investigating complaints of fraud, corruption, criminal activity, conflicts of interest, and abuse in executive branch agencies of New York State government. Since June 2021, this includes complaints related to the New York State Gaming Commission.

The Office of the New York State Welfare Inspector General (OWIG), as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York States public assistance programs; and

The Office of the New York State Workers Compensation Fraud Inspector General (WCFIG), as established by section 136 of the Workers Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers compensation system. OIG has office locations in Albany, Buffalo, Hauppauge, New York City, Suffern, and Syracuse.Job Description OIG is seeking an experienced law enforcement professional to serve as the Deputy Chief Investigator for its Upstate Regional Office, who will be responsible for assisting the Upstate Chief Investigator in supervising and managing approximately fifteen (15) investigative staff members in carrying out OIGs mission to uncover fraud and abuse in New York State agencies and entities which fall under its jurisdiction.

The responsibilities of the Deputy Chief Investigator include, but are not limited to:

Work collaboratively with teams of OIG attorneys and auditors to plan and execute administrative, civil, and criminal investigations involving a broad range of NYS agencies.

Reviewing and assigning complaints and monitoring investigations being conducted by OIG staff, including through case reviews and approval of case related documentation.

Train staff in and oversee the use of multiple investigatory techniques, including surveillance, witness/target interviews, digital forensics, and financial record analysis to advance various investigative objectives.

Serve as a primary liaison with other federal, state, and local law enforcement and regulatory agencies and assist in the referral and prosecution of criminal matters, including through the providing of testimony in various judicial proceedings.

Document all investigative activities and findings in written case activity reports, and participate in the drafting and editing of public reports and findings letters. Minimum Qualifications

DCJS-certified police or peace officer status with a minimum of fifteen (15) years of investigative experience with a local, state, or federal law enforcement agency, including at least five (5) years in a supervisory role.

At least five (5) years of experience conducting confidential, sensitive, and internal investigations, particularly in contracts, procurements, and white-collar crime, preferably at a subject-matter specific oversight agency.

Extensive knowledge of New York State government operations as well as fluency with New York State criminal law and criminal procedure.

Experience serving as a firearms instructor; certification from the New York State Instructor Development Course (IDC) preferred. Familiarity with firearms and ammunition storage protocols, inventory management and ordering procedures, pistol permit application and compliance requirements, and the development and delivery of firearms training lesson plans.
