Duties Description
The New York State Education Department’s (NYSED) State Aid Management System (SAMS) unit is seeking candidates for a Project Coordinator (Technical Lead) position in the NYSED Office of Information Technology Services (ITS). This unit is responsible for the collection, compilation, calculation, analysis, and payment of state aid to public school districts and BOCES in New York State. The incumbent of this position will support NYSED’s SAMS Modernization Program, a long-term project spanning multiple years with an expected end date of August 2028, subject to change due to project extensions. Under the direction of the Project Coordinator (Technical Lead), the incumbent of this position will be responsible for leading the SMARTS and OutSystems technical implementations included in the SAMS Modernization effort.
Preferred Duties
Technical expertise should include Java, Unisys Mainframe, low code platforms, decision management systems and AWS services including Dynamo DB, S3, SES, Lambda and Glue. This person should express curiosity towards current and emerging technologies and be comfortable wearing multiple hats to ensure the success of the project. Familiarity with agile methodologies and scrum framework is preferred, as we are a Scrum shop. Duties of this position include, but are not limited to, the following:
Minimum Qualifications
Associate degree in Computer Science, Information Technology, or a related field of study AND seven (7) years of information technology experience in a large-scale environment; OR bachelor’s degree in computer science, Information Technology, or a related field of study AND five (5) years of information technology experience in a large-scale environment. At least three (3) years of experience in a technical lead or supervisory role. Experience with COBOL programming and Mainframe systems.
Substitutions
Additional years of relevant IT experience may substitute for educational requirements on a year-for-year basis.

CONDITIONS OF EMPLOYMENT:
This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience and degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 5% in-state travel. This position requires occasional off-shift night and weekend work.
This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts

- Ability to establish and maintain effective working relationships to ensure collaboration across SAMS Modernization, vendors, SED program office and SED IT teams.
- Develop full subject matter expertise in Sparkling Logic SMARTS and OutSystems to coach/mentor team members on emergent technologies.
- Lead the technical implementation of Sparkling Logic DMS (Decision Management System), coordinating directly with Sparkling Logic teams and internal developers, for key domains (Building Rest of State, Payments, Modeling, Building NYC.)
- Lead the technical implementation of OutSystems Low Code Development Platform (LCDP), coordinating directly with OutSystems teams and internal developers, providing guidance on low-code development practice and overseeing entity design and development activities.
- Develop post-implementation strategy for maintenance and future enhancement/development.
- Work with Product Owners and Business Analysts to clarify requirements during and post implementation.
- Provide technical direction and support to QA team regarding technical dependencies and test planning during and post implementation.
- Collaborate with Business Analysts on writing technical user stories and Gherkin acceptance criteria, following Agile Scrum methodology.
- In collaboration with SED IT, lead migration of legacy data from Mainframe to AWS and OutSystems, working with COBOL codebase for data extraction and transformation.
- Create and maintain documentation including entity relationship diagrams, context diagrams, data flow diagrams, and process flows using Visio, Lucid chart, or similar tools.
- Perform API testing using Postman, Hopscotch, or similar tools as needed.
- Manage and mentor team members of lower grade titles, ensuring adherence to project standards and timelines.
