Duties Description

The New York State Education Department’s Office of Information and Reporting Services (IRS) is seeking candidates for the position of Information Technology Specialist 1 (ITS 1). This Office is responsible for New York State’s data collection, management and reporting processes, including implementing and monitoring the Department’s data collection schedule and reporting calendar for federal and State accountability for P-12 and higher education in New York State. The office is also responsible for coordinating the policies and State supports necessary for the successful integration of educational technology. Under the general direction of the ITS 3, the incumbent in this position will provide skills needed to conduct work ensuring that accurate, valid and reliable help desk support on student and teacher data collected, maintained and reported. Duties of this position include, but are not limited to, the following:

  • Provide tier 2 support for all applications under the purview of the Office;
  • Review business practices and make recommendations for enhancements to improve quality and efficiency for help desk support;
  • Track issues between the customer and the developers;
  • Assist in the documentation of systems and business rules;
  • Distribute reports and manage permissions to various reporting systems;
  • Identify system errors and software bugs by conducting tests of applications, including development of test plans, test conditions and validation testing;
  • Collaborate with Program Office and ITS staff to implement present and future data collection and reporting initiatives;
  • Demonstrate strong interpersonal and communication skills working with department staff, external staff, vendors, and end users;

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

60 semester credit hours including or supplemented by 15 semester credit hours in computer science; OR one year of qualifying experience in information technology.

Qualifying Experience: artificial intelligence; automation; business/systems analysis; cloud computing; computer installation; diagnosis and repair; computer programming; cybersecurity/information assurance; data analytics; database administration, design and management; design and development of geographic information systems; design and development of computer aided drafting applications; digital forensics; informatics; information technology; IT customer support and training; interactive user experience (UX); internet/intranet development, design, and maintenance; knowledge management; network management; program design; program testing; project management; server management; storage management; systems management; technical writing; telecommunications; virtual technology.

Preferred Qualifications: Preference will be given to candidates who have:

  • A Bachelor’s Degree or an Associate Degree in Computer Science or is currently working toward earning either degree;
  • Experience with writing scripts, as well as with querying a database.

Competitive Minimum Qualifications

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a(n) Information Technology Specialist 1.

Eligible List Appointment Information Technology Specialist 1: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Information Technology Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Information Technology Specialist 1if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Information Technology Specialist 1 eligible list AND possess Either 1. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science; Or 2. one year of experience in information technology.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-12 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of qualifications will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $68,630 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
