Under the direction of a Real Property Analyst or other higher-level staff, the Taxpayer Services Representative 1 performs the following duties:
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NY HELPS Non-Competitive MQ’s
This position may be filled as a traineeship.
Advanced placement in the traineeship is at the discretion of the hiring agency.
Taxpayer Service Rep Trainee is equated to SG-9, starting salary $42,641
Taxpayer Service Rep 1 is SG-11, starting salary $47,695
Taxpayer Services Rep Trainee (equated To SG 9)
One year of full-time experience in a position where primary responsibility is providing information concerning and/or explaining programs, policies, and/or procedures; resolving problems; or reconciling accounts.
OR
Thirty semester credit hours of college-level study.
Taxpayer Services Representative 1 Journey Level (SG 11)
Two years of full-time experience in a position where your primary responsibility is providing information concerning and/or explaining programs, policies, and/or procedures; resolving problems; or reconciling accounts.
OR
Sixty semester credit hours of college-level study.
Competitive Minimum Qualifications
Reachable on the appropriate Civil Service Eligible list for this title and location OR Current New York State employee eligible for 70.1 transfer or via 55-b/c in accordance with Civil Service laws, rules and regulations.

Duties Description
Under the direction of a Real Property Analyst or other higher-level staff, the Taxpayer Services Representative 1 performs the following duties:
- Effectively communicate both verbally and in writing with taxpayers, local assessment community officials, and other Tax Dept. staff.
- Work independently and exercise good judgment in monitoring multiple work assignments.
- Demonstrate initiative and self-motivation.
- Access pertinent information from various databases and processing systems to identify and accurately resolve taxpayer issues related to the STAR program or other property tax related programs.
- Use software tools such as SQL, SPSS and Excel to analyze, create and manipulate large scale databases in the Sybase and DB2 environments.
- Review and make determinations on appeals filed by homeowners regarding eligibility for STAR.
- Act independently to research and resolve complex issues within specific timelines.
- Adhere to the Department’s time and attendance rules and regulations.
