Project Description
The selected Fellow will work closely with the Office of Planning, Development and Community Infrastructure (OPDCI) and Resiliency Team, the DEIA office, and the Brownfield Opportunity Area (BOA) Program to help grow the reach of these programs which will foster equitable and accessible community-based planning. The Fellowship will focus primarily on municipalities served, and to be served in the future, by OPDCI programs in Buffalo. This fellowship program is an initiative to bring highly talented recent graduates. Fellows will work fulltime alongside DOS staff from the OPDCI and the DEIA offices and will play a critical role in managing and implementing transformative projects such as the unique pilot project-DOS Public Participation Fund.
The Community Planning Fellow is a full-time, one-year term role that will support implementation of community engagement strategies and processes within the Community Transformation Initiative including managing the Public Participation Fund Framework. Using frameworks and approaches from the field of social work, community engagement, and/or planning, the Fellow will provide expert guidance and technical support in the design and implementation of public participation sessions within communities across New York State.
Community Planning Fellow Specific Tasks Include
Minimum Qualifications
A bachelor’s degree and four years of specialized experience**. One year of the specialized experience** must have been at a supervisory level. *
Substitutions: A J.D or master’s degree may substitute for one year of specialized experience**; Ph.D. may substitute for two years of specialized experience**.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
NOTE ON TELECOMMUTING: The Department of State employees may be approved for a maximum of 50% telecommuting, however, they are required to apply and obtain approval through management in accordance with The Department of State Telecommuting Program Guidelines.

- Conduct research on policies, programs, and best practices and use trauma-informed approaches to inform engagement strategies
- Organize, participate and provide programmatic/logistical support for workshops, webinars, and community events
- Develop content for engagement materials and resources to amplify the Community Transformative Initiative and its mission
- Assist in tracking and analyzing the impact of engagement initiatives
- Foster relationships with diverse communities to identify needs and opportunities for continued collaboration
- Collect and analyze feedback from event attendees to inform future event planning and improvement efforts
- Show initiative and propose new ways to coordinate and streamline work operations
- Develop and design visual and written strategic communications alongside partners and appropriate staff to reach, engage and connect with external and internal audiences
- Manage the Public Participation Fund including progress reports and schedule oversight and be NYSDOS Project Manager to the third-party contractor administering the fund

- Specialized experience includes experience in one or more of the following areas: stakeholder relationship management and communications, programmatic or scholarly research and report writing, cultural programming, event logistics, and meeting/workgroup facilitation.
- Highly organized, attentive to detail, and able to manage multiple tasks for different projects and supervisors.
- Excellent written and verbal communications skills.
- Passionate about diversity, equity, inclusion, and accessibility issues, state government, economic growth through business formation, community revitalization.
- Demonstrate commitment to advancing equity in one or more related fields that impact Department of State work (i.e.. Social work, governmental affairs, community building, economic development, sociology, diversity studies, human resources, planning, analysis, social policy, and research.
