The Code Compliance Specialist 1 will be assigned to the Division of Building Standards and Codes and the duties will include but not be limited to:

  • Assist in providing regional support to local governments across the state as assigned.
  • Provide regional support and direct staff in the form of training, plan reviews, inspections, and responses to questions concerning the proper administration and application of the codes. Ensure the support provided is technically accurate and provided in an effective manner.
  • Review local laws and ordinances.
  • Work on course development, revisions, and updates by a specified deadline. Ensure that the content of course materials submitted to the supervisor is comprehensive, accurate, explains the material clearly and concisely, and is creative.
  • Deliver training online, and in large in-person groups (300 - 400 students) to ensure the training is delivered properly, accurately, and professionally. Mentor and collaborate with other CCS II staff in their performance and presentation of the class material and provide guidance on how they can improve their delivery and meet the intended goals of the training.
  • Review, analyze, prepare written reports, and work with counsel to recommend new or revised provisions of law, regulation, or code, for local government programs in the administration and enforcement of The Uniform Fire Prevention and Building Code (the "Uniform Code") as well as the State Energy Code.
  • May assist in conducting formal investigations.

Competitive Minimum Qualifications

Minimum Qualifications

Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-competitive Minimum Qualifications

The minimum qualifications for Non-Competitive appointment are:

A current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208 AND a bachelor's or higher degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND two years of full-time qualifying experience OR an associate degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering AND four years of full-time qualifying experience as described below; OR six years of full-time qualifying experience as described below. Qualifying experience is defined as the enforcement, inspection, development, or teaching of building or fire codes; or the design of buildings in a position such as a specifications writer, draftsperson, architect, or engineer.

Minimum Qualifications Substitution

  • An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NOTE ON TELECOMMUTING: The Department of State employees may be approved for a maximum of 50% telecommuting, however, they are required to apply and obtain approval through management in accordance with The Department of State Telecommuting Program Guidelines.
