Duties Description

Schools in New York State must test their water for lead on a routine basis and are reimbursed for their efforts to fix high levels of lead when they are detected. The incumbent will join a well-functioning team and will be critical in assisting with the implementation of the Lead in School Drinking Water Program, including collecting data on lead testing of school drinking water, answering questions from school staff related to sampling, electronic reporting, and remediation reimbursement for lead in drinking water, and providing training to school staff across the state. The incumbent will also work on other assignments as needed.

NY HELPS Minimum Qualifications

Minimum Qualifications

Public Health Specialist Trainee 1 (Exposure Assessment), (NS - Grade 14): A qualifying bachelors or higher degree including or supplemented by 30 qualifying* semester credit hours

Public Health Specialist Trainee 2 (Exposure Assessment), (NS - Grade 16): A qualifying bachelor's degree or higher degree* AND one year of professional experience in assessing the impact of toxic substances on public health; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours AND one year of professional qualifying experience.

Public Health Specialist 1 (Exposure Assessment), Grade 18: A qualifying bachelor's or higher degree* and two years of professional experience in assessing the impact of toxic substances on public health; OR a bachelor's degree including or supplemented by 30 qualifying* semester credit hours and two years of professional qualifying experience; OR a qualifying* master's degree and one year of professional qualifying experience; OR a master's degree including or supplemented by 30 qualifying* semester credit hours and one year of professional qualifying experience.

A master's degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.

Reassignment or Transfer: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1 (Exposure Assessment), Grade 18, or Public Health Specialist Trainee (Exposure Assessment); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer, via 70.1 or 70.4 to a Public Health Specialist 1 (Exposure Assessment), Grade 18, or Public Health Specialist Trainee (Exposure Assessment), NS

Preferred Qualifications: The preferred candidate will have a working knowledge of database management tools such as Microsoft Excel, SAS, and/or SQL. They will have excellent written and verbal communication skills, including the ability to communicate effectively with diverse stakeholders such as engineers, scientists, school personnel, local health department officials, and members of the public. The preferred candidate will have the ability to effectively manage multiple projects and programmatic tasks in a fast-paced environment and the ability to work independently and as part of a multi-disciplinary team.

Position may be filled at a trainee level (equated to a 14 or 16) or 18, depending upon the qualifications of the candidate.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
