Duties Description

Under the direction of the Associate Administrative Analyst, the incumbent will be responsible for the day-to-day oversight and required regulatory operations. The incumbent will be assigned to work out of the Gaming Commission office at the video lottery gaming facility in Finger Lakes and will be responsible for the following tasks:

  • Review video lottery gaming facility internal control submissions to the Commission.
  • Review and approve the jobs compendiums submitted by the video lottery gaming facilities to the Commission.
  • Maintain up to date files of facility internal control and jobs compendium documents.
  • Investigate possible regulatory violations and prepare regulatory violation reports to the Gaming Director.
  • Review the rules for big ticket prize drawings to ensure they are properly designed and adequately documented.
  • Observe the grand drawings for large prizes awarded at promotional events at the video facilities.
  • Perform audits of various functions as assigned at the video gaming facilities.
  • Review incident reports prepared by the Surveillance and Security departments at the video lottery facilities.
  • Prepare business performance reports of video gaming activities.
  • Perform various other tasks as assigned by the Associate Administrative Analyst.

Qualifications

Minimum Qualifications

Permanent Qualification: Candidates must currently be a permanent Senior Administrative Analyst; OR

Eligible List Appointment: For appointment to a two-year traineeship leading to a Senior Administrative Analyst, SG-18: Reachable for appointment from one of the following eligible lists: the Gaming Commission Public Administration Traineeship Transition Program (PATT) or current Professional Career Opportunities (PCO) OR

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1, 52.6, or 70.4 of the Civil Service Law.

Minimum Qualifications for Senior Administrative Analyst:

  • Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy; OR
  • An associate degree and four years of above experience; OR
  • A bachelor’s degree and two years of above experience; OR
  • A master’s degree in a related field one year of above experience; OR
  • A doctorate degree in a related field.

Minimum Qualifications For Administrative Analyst Trainee 2

  • Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy; OR
  • An associate degree and three years of above experience; OR
  • A bachelor’s degree and one year of above experience; OR
  • A master’s degree in a related field.

Minimum Qualifications For Administrative Analyst Trainee 1

  • Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy; OR
  • An associate degree and two years of above experience; OR
  • A bachelor’s degree.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.

Prohibition Against Playing And Wagering

Additional Comments

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.

Pre-Employment Restrictions

The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.

Employees that are new to New York State employment in positions such as competitive, non-competitive and other grade positions, the annual salary is the hiring rate “i.e. starting rate” of the position. All salaries are subject to the approval of the Office of the State Comptroller.
