Job Specifics
Duties Description As a Program Aide in the Human Resources Office, you would perform paraprofessional activities and assist staff in projects that involve some independence.
The Program Aide will provide support, guidance and troubleshooting to the Human Resources Office in processing payroll transactions; Will also provide occasional support in entering transactions for other Districts; Will be responsible for processing applications for Health Insurance enrollment, cancellation, and changes in the New York State Health Insurance programs; Will also be responsible for all transactions related to the TIMES system. (Time Information Management Electronic System).
PRIMARY DUTIES AND RESPONSIBILITIES:
TRANSACTIONS:
1. Entering all personnel transactions into NYSTEP and PAYSERV.
2. Interact with Civil Service and other agencies in preparation of transactions,
as needed.
3. Prepare written materials and reports, maintain databases, analyze information, present information, and formulate recommendations pertaining to transactions.
4. Filing and maintaining employee records
5. Prepare routine correspondence
HEALTH INSURANCE:
1. Review health insurance enrollment, cancellation, or changes documents for completeness; request, document, and follow up on missing information; and verify information by navigating the internet to access external websites and searching internal databases.
2. Perform data entry, including saving and verification of saved data.
3. Create and maintain documentation.
4. Assist employees with all health insurance needs both via the telephone and in writing.
5. Other activities and projects as requested to support health insurance transactions.
TIMES:
1. Creating profiles for new and transfer employees
2. Closing out time sheets and reporting final accruals for payment
3. Reconstructing time sheets for missing overtime
4. Creating default schedules
5. Changing locations and supervisor
6. Processing of leaves with pay
7. Participate in other special projects as assigned

Minimum Qualifications Candidate must be reachable on the current Civil Service list for Program Aide.
OR
Open Competitive:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
