The Readiness & Test Project Manager role sits within the Threat Management division of NYC Cyber Command and will support the management and implementation of security projects deemed critical to securing the cyber infrastructure of the City of New York. The Project Manager will be responsible for the planning, coordination, scheduling, control, and completion of these projects while remaining aligned to the mission, strategy, commitments and goals of the Threat Management division and the broader organization. This role is instrumental to ensuring the success of planned projects and citywide workstreams and will ensure key security controls are deployed in a coordinated workflow.

Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

A baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to projects and policies required by the particular position; or,
Education and/or experience which is equivalent to "1" above.
Preferred Skills
The preferred candidate should possess the following: - 3 years project management experience in cybersecurity or IT. - Certification in program management such PMI/PMP or ITIL. - Self-starter, detail-oriented, reliable, and accountable. - Experienced in working with large and small teams. - Business & IT strategy experience. - Excellent written and verbal communication skills. - Knowledgeable of cyber security testing and assessments. - Knowledgeable of cyber incident handling and response processes. - Familiarity with security log management and change control. - Experienced in developing cybersecurity policies and standards that align with existing state and/or federal policies.

Responsibilities will include:
Strategic Oversight & Planning
- Drive and maintain multi-year roadmaps for cyber readiness and test workstreams.
- Build data-driven models to forecast team capacity and inform resource allocation.
- Manage program contracts, procurement processes, and vendor renewals to ensure fiscal alignment with the City budget cycles.
- Define comprehensive project scopes, milestones, and tasks to achieve program objectives.
- Create and manage integrated project timelines and track and report on project performance.
- Ensure deliverables meet established deadlines and objectives.
- Proactively identify risks to scope and resources and implement change management to ensure program integrity.
- Oversee Proof-of-Concept (PoC) and Proof-of-Value (PoV) trials for new security solutions aligned to program mission.
- Develop high-quality briefs, metrics, and progress reports for senior leadership.
- Coordinate with City agencies and partners to facilitate project completion.
- Drive regular project meetings while building and maintaining professional relationships with agency stakeholders and vendors.
- Evaluate and report on project outcomes, highlighting both successfully met objectives and critical roadblocks.
